From Chief of Naval Personnel Public Affairs

Opportunity for active duty advancement remains above the 10-year average for all paygrades this cycle. Prospect for E-4 and E-5 advancement increased from the spring cycle with E-6 holding close to last cycle's opportunity.

While this change decreased the number vacancies that were expected due to retention, fleet requirements increased the number of vacancies.
