Petty Officer Advancement Quotas

Overall advancement opportunity for each active duty paygrade increased as compared to the 2016 fall cycle, and all pay grades remain above their 10-year average for advancement opportunity. Additionally, each active duty rating has an advancement quota.

For FTS, advancement opportunity increased in the E-4 and E-6 paygrades with a slight decrease for E-5. Advancement opportunity this cycle remains well above the 10-year average for all paygrades.

For SELRES, all paygrades are close to or above the last four - five cycles showing stability and consistency of advancement for Reserve Sailors.

Total advancement remains strong for active duty and FTS with three opportunities for petty officers to advance including the Meritorious Advancement Program season spring and fall cycles. Community managers incorporate these opportunities in developing an overall advancement plan to ensure continuous advancement opportunity and community health.

Quotas for advancement are based on vacancies in the Fleet and are aligned with current and planned job openings.

Active duty advancement opportunity and quotas by pay grade are:

E-4 advancement opportunity increased from 38.01 percent last cycle to 41.05 percent (3.04 percentage point change) this cycle, with 9,491 quotas.

E-5 advancement opportunity increased from 22.58 percent last cycle to 23.39 percent (.81 percentage point change) this cycle, with 8,310 quotas.

E-6 advancement opportunity increased from 12.15 percent last cycle to 14.83 percent (2.68 percentage point change) this cycle, with 3,968 quotas.

FTS advancement opportunity and quotas by pay grade are:

E-4 advancement opportunity increased from 87.97 percent last cycle to 95.35 percent (7.38 percentage point change) this cycle, with 205 quotas.

E-5 advancement opportunity decreased from 47.32 percent last cycle to 46.02 percent (-1.3 percentage points change) with 266 quotas.

E-6 advancement opportunity increased from 15.81 percent last cycle to 19.68 percent (3.87 percentage points change) this cycle, with 199 quotas.

SELRES advancement opportunity and quotas by pay grade are:

E-4 advancement opportunity decreased from 15.71 percent last cycle to 14.40 percent (-1.31 percentage point change) this cycle, with 599 quotas.

E-5 advancement opportunity increased from last cycle 25.90 percent to 29.60 percent (3.7 percentage point change) this cycle, with 1172 quotas.

E-6 advancement opportunity decreased from 69.65 last cycle percent to 69.05 percent (-.60 percentage point change) this cycle, with 850 quotas.

Command triads will be notified via BUPERS Online (BOL) of their command's results on May 23. Individual Sailor advancement notifications on BOL and Navy Enlisted Advancement System (NEAS) and All Hands Magazine at www.ah.mil, will occur May 24.
