CSCS Announces Headquarters, Domain 2016 Civilian of the Year

The Center for Surface Combat Systems (CSCS) recently announced its Headquarters and Domain Civilian of the Year for 2016.

Program Analyst, Ron Bateman, was honored to be selected for both awards.

"These awards represent a team effort," he explained. "I work with civilians and military who uphold the Navy core values of honor, courage, and commitment on a daily basis. That is an honor in itself, and I am appreciative to represent this workforce."

Bateman, who was selected as Civilian of the Quarter for third quarter 2016, has been part of the CSCS team since May 2010.

"As a program analyst, I manage the scheduling and execution of the Integrated Air and Missile Defense (IAMD) advanced warfare training (AWT) (ballistic missile defense and non-BMD), anti-submarine warfare AWT, and Ship-Self Defense System (SSDS) AWT events for CSCS' 15 learning sites and detachments," he explained.

Bateman is also assigned as the N7 departmental coordinator for the Navy Training System Plan (NTSP) review process, subject matter expert/travel authorization government agent for the oversight of the Waterfront Training and Fleet Feedback Support contracts, and the primary representative responsible for the standup of Forward Deployed Naval Forces (FDNF)-Europe, Naval Station Rota, Spain.

Bateman's supervisor, Lt. Cmdr. Michelle Wiggins, training deputy and senior watch officer, nominated him for both awards.

"Ron plays a key role in numerous training endeavors," Wiggins said. "In FY 16, he managed and executed 96 training IAMD AWT, 72 ASW AWT, and 14 SSDS AWT events for the CSCS domain. His accomplishments at CSCS Site Rota are awe-inspiring. He successfully completed eight Mobile Training Team visits for [guided-missile destroyers] USS Donald Cook (DDG 75), USS Ross (DDG 71), USS Porter (DDG 78) and USS Carney (DDG 64). The training provided to FDNF-Rota ships has better prepared them to execute their theater mission. Ron is not only a leader in the training realm, but also a role model for those who desire to go beyond the call of duty."

Capt. Frank X. Castellano, CSCS commanding officer, said Bateman clearly illustrates how we develop and deliver surface ship combat systems training to achieve surface warfare superiority.

"With his strong work ethic, dedication to the overall mission, and 'can-do' attitude, Mr. Bateman will continue to help shape the future of combat systems training," said Castellano.

CSCS' mission is to develop and deliver surface ship combat systems training to achieve surface warfare superiority. CSCS headquarters' staff oversees 15 learning sites and detachments located throughout the continental United States, Hawaii, Spain, and Japan. CSCS provides nearly 70,000 hours of curriculum for 528 courses each year to more than 37,000 Sailors. CSCS delivers specialized training for officer and enlisted Sailors required to tactically operate, maintain, and employ shipboard and shore-based weapons, sensors, and command and control systems utilized in today's Navy.
