UPDATE: Hardware Updates Affect Some MWR Programs

29 September 2016

From Navy Installations Command Public Affairs

Military and civilian personnel who used some of the Navy's Morale, Welfare and Recreation (MWR) and Child and Youth Programs (CYP) services during the period January through June 2016 may have recently experienced duplicate charges on their credit or debit cards.
Military and civilian personnel who used some of the Navy's Morale, Welfare and Recreation (MWR) and Child and Youth Programs (CYP) services in Monterey, Calif., and Navy Region locations in Guam, Japan, Korea, and Singapore, during the period January through June 2016 may have recently experienced duplicate charges on their credit or debit cards.

The duplicate charges were a result of synchronization issues associated with a recent hardware upgrade that occurred on Sept. 24, 2016. The issue is not related to any kind of hacking or intrusion, and there was no release of personally identifiable information.

REVERSE CHARGES: Bank of America, the Navy's debit and credit processor, has completed credits to individual accounts to correct the duplicate charge that may have occurred as a result of this error. This means that Bank of America transmits credit transactions to individual banking institutions and then the individual institution will post the credit to the member's account. Individuals are encouraged to check their bank and/or credit card statements to see when the reimbursement was processed.

If no credit has been electronically annotated within 10 days, individuals may contact MWR channels at EMAIL: mwr_creditcard_FAQ.fct@navy.mil or CALL: (844)697-4357.

OVERDRAFT / LATE FEES: The Navy is working with individual banks asking if they will waive any overdraft or late fee charges on individual bank or credit card accounts affected by this error. Currently Navy Federal Credit Union (NFCU) is working to identify the impacted members in order to take proactive steps to reverse the duplicate transactions and refund any associated fees. Fees caused by the duplicate transaction will be refunded or waived. Any impacted Navy Federal member may visit a local branch or call 1-888-842-6328.

Navy MWR will reimburse overdraft or late fee charges if banks do not.

To receive reimbursement through MWR, individuals should do the following:

Complete the CLAIM FORM on the MWR Website http://www.navymwr.org/resources/Credit_Card_Duplicate_Postings/

Print a copy of the bank statement and/or credit card statement where the overdraft or late fee charge is annotated

Take both documents to the local MWR office or Email (encrypted) to mwr_creditcard_FAQ.fct@navy.mil

Additionally, a Frequently Asked Questions document is posted on the Navy's MWR Website page dedicated to this issue at http://www.navymwr.org/resources/Credit_Card_Duplicate_Postings/.
