New Leadership Welcomed by Naval Technical Training Center Lackland

Center for Security Forces Commanding Officer, Capt. Raymond Benedict, served as the officiating officer.

"The training provided by NTTC Lackland is vital to the Navy and they have done an outstanding job," said Benedict who also served as guest speaker. "The staff at NTTC Lackland taught more than 8,700 students while serving under Cmdr. Fabacher's command. Those graduates are now executing security and force protection missions throughout the fleet worldwide. NTTC Lackland has and will continue to lead the Navy's response in meeting those demands."

A native of Huntsville, Alabama, Fabacher enlisted in the U.S. Navy in 1990 and received his commission in 1996. He earned a master's degree in operational art and science, business administration, and operations management. He earned certification as a Senior Professional in Human Resources, a Project Management Professional from the Project Management Institute, and certified Six Sigma Black Belt from the American Society of Quality.

Fabacher assumed command July 11, 2014. In his remarks, he thanked the area commands for their support to NTTC Lackland's mission and his staff for performing day in and day out to get Sailors qualified as Master-at-Arms (MA).

Fabacher shared three priorities at the time he assumed command being standards guide the training we provide, production, and training. Having completed his tour as commanding officer, he said, "The staff took the three tenets to heart and we made sure that we focused on optimizing the production of our Sailors so we could put a badge on their chest without compromising safety and slipping on standards."

Martin, a native of Little Rock, Arkansas, enlisted in the U.S. Navy in 1991 and received his commission through the Navy's Enlisted Commissioning Program in 1999. He holds a master's degree in operations management from the University of Arkansas and certification as a Senior Professional in Human Resources from the Human Resource Certification Institute.

Throughout his 25-year naval career Martin has served in a wide-range of assignments. Prior to assuming command of NTTC Lackland he was stationed at the Chief of Naval Personnel in Arlington, Virginia.

As commanding officer, Martin's plan is to build on the success NTTC Lackland has enjoyed and what the fleet has come to expect.

"We must continue to develop Sailors with the skill sets required for the MA rating while developing the total Sailor that is built from our Navy Ethos, Navy Core Values, and our Sailors Creed. Given the threats, both abroad and home, at no other recent time has the MA been in such demand. We must train MAs with a mind-set comprised of integrity, accountability, initiative, and toughness [making them] ready to meet real world challenges head on."

NTTC Lackland comprises two Navy "C" schools, a joint service school, and the MA apprenticeship ("A") school-one of the Navy's largest "A" schools. Graduates go on to use their skills and knowledge in a plethora of fields including law enforcement, antiterrorism, force protection, and brig operations throughout the Fleet and around the world.

The Center for Security Forces provides specialized training to more than 23,000 students each year. It has 14 training locations across the United States and around the world where training breeds confidence.
