NMCB 11 Completes Operations at Naval Support Facility Deveselu, Romania

Fifteen Seabees from Naval Mobile Construction Battalion (NMCB) 11 completed a deployment at Naval Support Facility (NSF) Deveselu, Romania, March 31.

The NMCB 11 Seabees arrived in Romania Jan. 15 during the two-month deployment and provided construction and material handling support to the facility.

* Naval Support Facility (NSF) Deveselu is a Missile Defense Agency (MDA) site established in 2014 to defend Europe and its allies from ballistic missile threats in the Middle East by. The site utilizes a land-based ballistic missile defense system almost identical to that used aboard the U.S. Navy's Aegis-capable, guided-missile destroyers and cruisers. The system is designed to detect, track, engage and destroy ballistic missiles in flight.

* Seabees have worked at NSF Deveselu since 2014.
o Detachments from NMCB 74, NMCB 1, NMCB 133, and NMCB 11 have previously deployed to Deveselu to assist with building and establishing a temporary Navy camp for military personnel stationed at the base.
o The Seabees also provided a wide variety of support to the contractors and MDA, to include material handling, general construction, and utilities and electrical work.
o NMCB 11 Detachment Romania is the last large detachment to deploy to Deveselu. Seabees will continue to man four Public Works billets on a 90-day rotation to provide ongoing construction support to the base.

* In material handling operations, NMCB 11 Detachment Romania supported facility construction by transporting more than 75 tons of cargo to the site through heavy mud and snow.
o To move 40-foot-long shipping containers full of essential equipment and sensitive instruments, the Seabees used the Rough Terrain Cargo Handler, a piece of off-road equipment with tires bigger than Detachment Romania's tallest Seabee.
o NMCB 11 Detachment Romania also provided day-to-day material transport of pallets and lumber within the camp.

* NMCB 11 Det. Romania also provided general construction support to the facility.
o At the Navy main camp, they partnered with NSF Deveselu public works Seabees to replace 18 shower stalls and complete multiple small camp maintenance projects.
o At the MDA site, the Seabees supported contractors by building offices out of shipping containers, delivering light plants to different sites around the clock, and providing electrical support for work sites.
o Det. Romania also improved the base's hazardous material program by building boxes to contain contaminated material.

* After initial camp construction was complete, NMCB 11 Detachment Romania became responsible for retrograding 23 pieces of civil engineering support equipment (CESE).
o The Seabees drove the CESE, along with tools, tents, and other equipment, on a 400 kilometer (249 mile) convoy to a port on the Black Sea in Constanta, Romania.
o Seabees cleaned and prepared the equipment for inspections, then loaded it on ships bound for Gulfport, Mississippi, and Rota, Spain.

* NMCB 11 Detachment Romania also celebrated the first official Seabee Ball conducted at NSF Deveselu with the Chief of the Civil Engineer Corps Rear Adm. Katherine Gregory.

* NMCB 11 is a Naval Construction Force battalion specializing in contingency construction, disaster response, and humanitarian assistance. The battalion's homeport is in Gulfport, Mississippi. NMCB 11 is currently forward deployed to multiple locations in support of U.S. Africa Command, U.S. European Command, U.S. Central Command, and U.S. Pacific Command areas of responsibility.
