Training Support Center San Diego Excels in Calibration Capability Audit

Conducted by Naval Surface Warfare Center (NSWC) Corona Division's Metrology and Calibration (METCAL) Lab inspectors every two years, the evaluation encompasses an evaluation of the FCA personnel, laboratory environment, administration, measurement capabilities and customer support.

According to Brian Crain, NSWC Corona Division Calibration Capability auditor, since the previous TSCSD FCA Lab audit in September 2013, equipment calibration effectiveness at TSCSD has improved above 90 percent. Overdue items have also dropped to under five percent as a result of improved TSCSD FCA lab personnel performance.

"The good housekeeping, day-to-day operation, and health of the program are top notch," said Crain. "This was the best FCA assessment I have ever completed."

Although the TSCSD FCA lab is a fairly small lab, managing the accountability of 2,663 items, Crain says it has the same visibility as bigger METCAL facilities. The performance displayed during the TSCSD audit sets the baseline of quality performance expected of all METCAL facilities.

Capt. Robert E. Beauchamp, commanding officer of TSCSD says that the TSCSD FCA Lab productivity numbers and inspection results are a proud reflection of a team effort. The TSCSD FCA lab's significant improvements in productivity will also prove to be a great benefit to the NETC learning sites in the San Diego area, providing quick turn-around with on-site calibration that enhances the quality of training to the fleet.

"The FCA lab personnel have been the driving force developing this into an exceptional program," said Beauchamp. "In this type of process, sustained 100 percent readiness is near impossible. The FCA lab personnel have vowed to achieve and maintain 97 percent readiness, I know they will achieve this; from there we will focus on processes to close in on perfection."

TSC San Diego provides training support to 23 independent Navy learning sites within the San Diego region. The command supports Navy and Marine service members in surface, subsurface and aviation schools, and averages a throughput of 72,000 students per year.
