MILLINGTON, Tennessee – Guidance to address how advancement results from the delayed E-7, E-8, and E-9 selection boards will affect first class, chief, and senior chief petty officer evaluations is now available.
NAVADMIN 223/20 released Aug. 7 provides amplifying guidance for the 2020 E-6, E-7, and E-8 periodic evaluation cycles to address the delayed advancement results due to COVID-19.
“With all the upheaval caused by the COVID-19, it's critical to keep evaluations on track,” said Career Management Department Command Master Chief Bill Houlihan. “This NAVADMIN allows for that while also addresses the concerns we’ve heard from the fleet.”
The NAVADMIN adjusts policies surrounding evaluations in order to relieve the administrative burden on commands, ensure accurate reporting for advancing sailors, and standardization across the Navy. For E-6, E-7, and E-8 periodic evaluations, those selected to advance can expect to be assigned their original date of rank that will overlap with the usual reporting period.
Reporting seniors are now directed to conduct their normal first class petty officer periodic evaluations after the release of the Active Duty E-7 advancement results, with the end of the reporting period remaining Nov. 15. These evaluations must be submitted to Navy Personnel Command (NPC) no later than Dec. 15.
“From a morale perspective, it’s significant,” said Houlihan. “Very few dates on the Navy calendar are as commonly known as the end of the reporting period for each paygrade. Keeping those dates, especially the E-6 date, is a must.”
Sailors selected for advancement to E-7 will receive an E-6 Promotion/Frocking evaluation dated Sept. 15. This applies to Active, Full-Time Support, and Reserve Component Sailors frocked or advanced to E-7.

“This should serve as a reminder to our Sailors that they can trust the process,” added Houlihan. “This year has caused a great number of disruptions for people, and it is the intent of NPC to ensure that the best possible chance for advancement is afforded to all Sailors.”
