Discussions focused on enhancing cooperation and interoperability among regional navies, promoting maritime domain awareness, and strengthening efforts to counter illicit activities. Participants also addressed the importance of upholding international law and freedom of navigation in the Black Sea.

The forum demonstrates NATO's commitment to the region as the Black Sea is a vital waterway for the passage of international commerce and grain shipments. Maritime security in the Black Sea is also an important aspect of NATO’s regional defensive plan for Southeast Europe. The Forum also demonstrates the leading role European nations are taking in maritime security for NATO’s Southeastern flank.

The forum included representatives from Bulgaria, Finland, France, Greece, Italy, Japan, Joint Force Command Naples, Norway, Romania, Sweden, Türkiye, Ukraine, the United Kingdom, and the United States. Academic experts from the U.S. Naval Postgraduate School and the U.S. Naval War College also participated. The event fostered open dialogue and strengthened partnerships crucial for maintaining a secure and prosperous Black Sea region.
