SAN DIEGO – The combined team played a pivotal role in supporting the Maritime Strike (MARSTK) and technology transition portions of BK-25, directly contributing to U.S. Indo-Pacific Command objectives. Partnering with Naval Surface Warfare Center Carderock Division and Naval Air Warfare Center Weapons Division at Point Mugu, NIWC Pacific equipped a target vessel with instruments for weapons lethality and battle damage testing. These efforts included technical support and training initiatives to bolster the AFP's operational readiness.
"By combining the expertise of the RESTORE Lab and the Indo-Pacific Department, we were able to deliver comprehensive support to the AFP and enhance the overall effectiveness of Balikatan 2025,” said Ray Provost, director of the RESTORE Lab.
According to Provost, key contributions included hosting critical 5G and small Unmanned Aircraft System (UAS) training and technical exchanges with the AFP. The team supported UAS assembly and flight training at several different military bases. To enhance Maritime Strike (MARSTK) capabilities, they instrumented a target vessel and integrated commercial SATCOM and encryption for real-time video feeds, providing critical data to the sponsor, the Test Resource Management Center (TRMC). They also established network connectivity solutions, integrating Starlink, encryption systems, and 5G networks to support MARSTK and UAS live video feeds to military commanders and Philippine leadership.
"The integration of advanced technologies like 5G, satellite communications, and UAS capabilities is crucial for modern military operations,” said Larry Mohr, RESTORE Cyber Lead. “Our training and technical support helped the AFP effectively leverage these capabilities."
The team also collected real-time video from a P-8 Poseidon, testing the platform's ability to reconstruct a target in 3D for battle damage assessment. This capability provides valuable insights into the effectiveness of strikes and enhances future planning efforts.
"The demonstration of 3D target reconstruction from P-8 video highlights the potential of advanced technologies to improve our understanding of operational outcomes,” said Kelly Moorleghem, engineering director for the RESTORE Lab.
TRMC expressed their satisfaction with NIWC Pacific's support and collaboration throughout Balikatan 2025, according to Provost. NIWC Pacific’s involvement in Balikatan 2025 has improved coordination and readiness with the AFP. The success of this year's exercise underscores the value of collaboration in strengthening partnerships and enhancing regional security.
"We are committed to continuing our support for the AFP and our partners in the Indo-Pacific region, ensuring we remain prepared to address evolving security challenges," Provost said.
