Following are the results of every Special and General Court-Martial convened within the United States Navy in May 2019. The cases are separated by the Navy region in which they were tried.

General Courts-Martial

At a General Court-Martial in Norfolk, Virginia, HN Thomas J. Smetanka, USN, pled guilty pursuant to a pretrial agreement to attempted sexual assault of a child, attempted receipt of child pornography, attempted sexual abuse of a child involving indecent communication, attempted sexual abuse of a child involving indecent conduct, false official statement, and abusive sexual contact.  On 10 May 2019, the military judge sentenced him to a Dishonorable Discharge, reduction in rank to paygrade E-1, and confinement for 60 months.  Pursuant to the pretrial agreement, all confinement in excess of 36 months is to be suspended.  The suspended punishment may be served if the Service Member violates the terms of the pretrial agreement.

At a General Court-Martial in Norfolk, Virginia, HT3 Jessica Reyna, USN, pled guilty pursuant to a pretrial agreement to wrongful possession of a controlled substance with intent to distribute and possession of a firearm with an obliterated serial number.  On 17 May 2019, the military judge sentenced her to a Bad Conduct Discharge, reduction in rank to paygrade E-1, and confinement for 14 months.  The pretrial agreement had no effect on the sentence.

At a General Court-Martial in Norfolk, Virginia, FC1 Michael S. Libby, USN, pled guilty pursuant to a pretrial agreement to assault consummated by a battery.  On 29 May 2019, the military judge sentenced him to a Bad Conduct Discharge, reduction in rank to paygrade E-3, and confinement for 2 years.  The pretrial agreement had no effect on the sentence.

Special Courts-Martial

At a Special Court-Martial in Norfolk, Virginia, SOC Adam C. Matthews, USN, pled guilty pursuant to a pretrial agreement to conspiracy to commit an assault, hazing, unlawful entry, assault consummated by a battery, and obstruction of justice.  On 16 May 2019, the military judge sentenced him to a Bad Conduct Discharge, reduction in rank to paygrade E-5, and confinement for 12 months.  The pretrial agreement had no effect on the sentence.

At a Special Court-Martial in Norfolk, Virginia, PRAN Mikhail C. Quarterman, USN, pled guilty pursuant to a pretrial agreement to attempted wrongful appropriation, attempted larceny, violation of a lawful order, and impersonating a commissioned officer with the intent to defraud.  On 2 May 2019, the military judge sentenced him to a Bad Conduct Discharge, reduction in rank to paygrade E-1, and confinement for 7 months.  Pursuant to the pretrial agreement, the Bad Conduct Discharge and all confinement in excess of 6 months are to be suspended.  The suspended punishment may be served if the Service Member violates the terms of the pretrial agreement.  The pretrial agreement contained a waiver of the accused’s administrative separation board.

At a General Court-Martial in Mayport, Florida, CSSR Dangelo D. K. Allen, USN, pled guilty pursuant to a pretrial agreement to two specifications of assault consummated by a battery.  On 10 May 2019, the military judge sentenced him to a Bad Conduct Discharge and confinement for 8 months.  Pursuant to the pretrial agreement, all confinement in excess of 6 months is to be suspended.  The suspended confinement may be served if the Service Member violates the terms of the pretrial agreement. 

At a General Court-Martial in Pensacola, Florida, AFWAN Treton A. Anderson, USN, pled guilty pursuant to a pretrial agreement to two specifications of attempted sexual abuse of a child.  On 30 May 2019, the military judge sentenced him to a Bad Conduct Discharge, reduction in rank to paygrade E-1, and confinement for 14 months.  The pretrial agreement had no effect on his sentence.

Special Courts-Martial

At a Special Court-Martial in Jacksonville, Florida, AOAN Dylan G. Burge, USN, pled guilty pursuant to a pretrial agreement to possession of a controlled substance and four specifications of distribution of a controlled substance.  On 3 May 2019, the military judge sentenced him to a Bad Conduct Discharge and confinement for 120 days.  The pretrial agreement had no effect on the sentence.

Navy Region Northwest

General Courts-Martial

At a General Court-Martial in Bremerton, Washington, MA3 Soleil Martinez, USN, pled guilty pursuant to a pretrial agreement to child endangerment.  On 3 May 2019, the military judge sentenced her to a reduction in rank to paygrade E-1, confinement for 6 months, and a reprimand.  The pretrial agreement had no effect on the sentence.  The pretrial agreement contained a waiver of the accused’s administrative separation board.    

At a General Court-Martial in Bremerton, Washington, ABHAA Drake A. Hurtado, USN, pled guilty pursuant to a pretrial agreement to three specifications of unauthorized absence and four specifications of wrongful possession, use, introduction, and distribution of controlled substances.  On 6 May 2019, the military judge sentenced him to a Bad Conduct Discharge, reduction in rank to paygrade E-1, and confinement for 12 months.  The pretrial agreement had no effect on his sentence.

At a General Court-Martial in Bremerton, Washington, an E-5 was tried for attempted sexual assault and sexual assault.  On 17 May 2019, members returned a verdict of not guilty.

At a General Court-Martial in Bremerton, Washington, an O-4 was tried for stalking, three specifications of assault consummated by a battery, and unlawful entry.  On 22 May 2019, members returned a verdict of not guilty.

Special Courts-Martial

At a Special Court-Martial in Bremerton, Washington, EMN3 Spencer B. Caton, USN, pled guilty pursuant to a pretrial agreement to assault consummated by a battery.   On 7 May 2019, the military judge sentenced him to reduction in rank to paygrade E-1 and confinement for 60 days.  The pretrial agreement had no effect on the sentence.  The pretrial agreement contained a waiver of the accused’s administrative separation board.    

At a Special Court-Martial at Bremerton, Washington, GM3 Aldo L. Rojas, USN, pled guilty pursuant to a pretrial agreement to three specifications of wrongful possession and use of controlled substances.  On 29 May 2019, the military judge sentenced him to reduction in rank to paygrade E-1 and confinement for 100 days.  Pursuant to the pretrial agreement, all confinement in excess of 90 days is to be disapproved.  The pretrial agreement contained a waiver of the accused’s administrative separation board.           

At a Special Court-Martial at Bremerton, Washington, ADAN John T. Gasparre Sr., USN, pled guilty pursuant to a pretrial agreement to violating a military protective order.  On 30 May 2019, the military judge sentenced him to reduction in rank to paygrade E-2 and confinement for 30 days.  The pretrial agreement had no effect on the sentence.

At a General Court-Martial in San Diego, California, EMN2 Stephen Kellogg, USN, pled guilty pursuant to a pretrial agreement to violating a lawful general order and two specifications of willfully attempting to communicate information relative to the national defense to a person not entitled to receive said information. .  On 16 May 2019, the military judge sentenced him to a Dishonorable Discharge, reduction in rank to paygrade E-1, and confinement for 36 months.  The pretrial agreement had no effect on the sentence.

Special Courts-Martial

At a Special Court-Martial in San Diego, California, AOAA Curtis M. Coker, USN, pled guilty pursuant to a pretrial agreement to conspiracy to introduce and distribute a controlled substance and distribution of a controlled substance.  On 1 May 2019, the military judge sentenced him to a reduction in rank to paygrade E-1 and confinement for 150 days.  The pretrial agreement had no effect on the sentence.  The pretrial agreement contained a waiver of the accused’s administrative separation board.

At a Special Court-Martial in San Diego, California, ADC Mark Dean, USN, pled guilty pursuant to a pretrial agreement to two specifications of wrongful use of a controlled substance.  On 7 May 2019, the military judge sentenced him to reduction in rank to paygrade E-5.  The pretrial agreement had no effect on the sentence.  The pretrial agreement contained a waiver of the accused’s administrative separation board.

At a Special Court-Martial in San Diego, California, MMN1 Benjamin A. Justus, USN, pled guilty pursuant to a pretrial agreement to sexual harassment and two specifications of assault consummated by battery.  On 10 May 2019, the military judge sentenced him to reduction in rank to paygrade E-3 and confinement for 90 days.  Pursuant to the pretrial agreement, any reduction or confinement is to be disapproved.  The pretrial agreement contained a waiver of the accused’s administrative separation board.

At a Special Court-Martial in San Diego, California, SN Terrill M. Williams, USN, pled guilty pursuant to a pretrial agreement to indecent recording.  On 21 May 2019, the military judge sentenced him to a Bad Conduct Discharge, reduction in rank to paygrade E-1, and confinement for 3 months.  Pursuant to the pretrial agreement, the Bad Conduct Discharge is to be disapproved.  The pretrial agreement contained a waiver of the accused’s administrative separation board.

At a Special Court-Martial in San Diego, California, AA Zachary A. Addis, USN, pled guilty pursuant to a pretrial agreement to two specifications of unauthorized absence, violation of a lawful general order, two specifications of wrongful use and distribution of a controlled substance, and obstruction of justice.  On 22 May 2019, the military judge sentenced him to a Bad Conduct Discharge, reduction in rank to paygrade of E-1, and confinement for 180 days.  The pretrial agreement had no effect on the sentence.

At a Special Court-Martial in Guam, HTC Jesse J. Clayton, USN, was tried for absence without leave and disobeying a noncommissioned officer.  On 1 May 2019, members returned a verdict of guilty to all charges and sentenced him to a reprimand.

At a Special Court-Martial in Yokosuka, Japan, DC3 Lucas D. Day, USN, pled guilty pursuant to a pretrial agreement to drunk and disorderly conduct and assault consummated by battery.  On 13 May 2019, the military judge sentenced him to reduction in rank to paygrade E-1, confinement for 10 months, and forfeiture of $1120.00 per month for 12 months.  The pretrial agreement had no effect on the sentence.  The pretrial agreement contained a waiver of the accused’s administrative separation board.

At a Special Court-Martial in Yokosuka, Japan, HM1 David S. Coffin, USN, pled guilty pursuant to a pretrial agreement to fraternization.  On 14 May 2019, the military judge sentenced him to a reprimand.  The pretrial agreement had no effect on the sentence.

General Courts-Martial

At a General Court-Martial in Norfolk, Virginia, LCDR Joseph R. Nelson, USN, was tried for desertion, false official statement, two specifications of conduct unbecoming an officer, and patronizing prostitutes.  On 10 May 2019, members returned a verdict of guilty to the lesser included offense of absence without authority, two specifications of conduct unbecoming an officer, and patronizing prostitutes and sentenced him to Dismissal and forfeiture of $7596.00 per month for 4 months.
