Following are the results of every Special and General Court-Martial convened within the United States Navy in June 2019. The cases are separated by the Navy region in which they were tried.
Naval District Washington
General Courts-Martial
At a General Court-Martial in Washington, D.C., CTRC John R. Errol, USN, pled guilty pursuant to a pretrial agreement to four specifications of making false official statements. On 4 June 2019, the military judge sentenced him to a reduction in rank to paygrade E-6. The pretrial agreement had no effect on the sentence.
At a General Court-Martial in Washington, D.C., OS2 Jarrett Merrell, USN, pled guilty pursuant to a pretrial agreement to abusive sexual contact. On 18 June 2019, the military judge sentenced him to a Bad Conduct Discharge, reduction in rank to paygrade E-1, and confinement for 13 months. The pretrial agreement had no effect on the sentence.

Navy Region Mid-Atlantic
At a General Court-Martial in Norfolk, Virginia, CM2 Samuel D. Drinkert, USN, was tried for four specifications of sexual assault, attempted sexual assault, indecent visual recording, and wrongfully distributing an intimate image. On 4 June 2019, members returned a verdict of guilty of three specifications of sexual assault and indecent visual recording and sentenced him to a Dishonorable Discharge and confinement for 15 years.
At a General Court-Martial in Norfolk, Virginia, SSgt Kevin M. Maxwell Jr., USMC, pled guilty pursuant to a pretrial agreement to conspiracy to commit an assault, conspiracy to obstruct justice, burglary, hazing, two specifications of false official statements, obstruction of justice and negligent homicide. On 7 June 2019, the military judge sentenced him to a Bad Conduct Discharge, reduction in rank to paygrade E-1, and confinement for 4 years. The pretrial agreement had no effect on the sentence.
At a General Court-Martial in Norfolk, Virginia, PSSA Devin A. Boyd, USN, pled guilty pursuant to a pretrial agreement to eight specifications of assault consummated by battery. On 18 June 2019, the military judge sentenced him to a Bad Conduct Discharge, reduction in rank to paygrade E-1, and confinement for 540 days. Pursuant to the pretrial agreement, all confinement in excess of 210 days is to be suspended. The suspended punishment may be served if the Service Member violates the terms of the pretrial agreement.
At a General Court-Martial in Norfolk, Virginia, IT2 Alexander R. Dugquem, USN, pled guilty pursuant to a pretrial agreement to assault consummated by battery. On 25 June 2019, the military judge sentenced him to reduction in rank to paygrade E-4 and confinement for 15 days. The pretrial agreement had no effect on the sentence. The pretrial agreement contained a waiver of the accused’s administrative separation board.
At a Special Court-Martial in Norfolk, Virginia, MMFA Michael A. Crosby, USN, pled guilty pursuant to a pretrial agreement to unauthorized absence, wrongfully introducing a weapon that was not properly registered with Naval Security Forces onto Naval Station Norfolk, and two specifications of simple assault with a firearm. On 27 June 2019, the military judge sentenced him to a reduction in rank to paygrade E-1, confinement for 5 months, and forfeiture of 2/3 pay per month for 3 months. The pretrial agreement had no effect on the sentence. The pretrial agreement contained a waiver of the accused’s administrative separation board.
Navy Region Southeast
At a General Court-Martial in Jacksonville, Florida, HM3 Robert J. Counterman Jr., USN, pled guilty pursuant to a pretrial agreement to two specifications of attempted lewd acts with a child. On 6 June 2019, the military judge sentenced him to a Bad Conduct Discharge, reduction in rank to paygrade E-1, and confinement for 12 months. The pretrial agreement had no effect on the sentence.
At a General Court-Martial in Pensacola, Florida, an E-5 was tried for willful disobedience of a superior commissioned officer and sexual assault. On 5 June 2019, a military judge found the accused not guilty of willful disobedience. On 6 June 2019, members returned a verdict of not guilty of sexual assault.
At a General Court-Martial in Pensacola, Florida, AT3 Lexa A. Lee, USN, pled guilty pursuant to a pretrial agreement to communicating a threat and two specifications of receiving and viewing child pornography. On 12 June 2019, the military judge sentenced him to a Bad Conduct Discharge, reduction in rank to paygrade E-1, and confinement for 20 months. Pursuant to the pretrial agreement, all confinement in excess of 18 months is to be suspended. The suspended confinement may be served if the Service Member violates the terms of the pretrial agreement.
At a General Court-Martial in Pensacola, Florida, an E-3 was tried for sexual assault. On 27 June 2019, members returned a verdict of not guilty.
Navy Region Northwest
At a Special Court-Martial at Bremerton, Washington, SN Jarek L. Vance, USN, pled guilty pursuant to a pretrial agreement to five specifications of wrongful use of a controlled substance and violation of a lawful order. On 14 June 2019, the military judge sentenced him to a Bad Conduct Discharge, reduction in rank to paygrade E-1, and confinement for 90 days. The pretrial agreement had no effect on the sentence.
At a Special Court-Martial at Bremerton, Washington, CSSR Christopher A. Larkins, USN, pled guilty pursuant to a plea agreement to three specifications of wrongful use of a controlled substance and unauthorized absence. On 25 June 2019, the military judge sentenced him to confinement for 90 days. The plea agreement had no effect on his sentence. The pretrial agreement contained a waiver of the accused’s administrative separation board.
Navy Region Southwest
At a General Court-Martial in San Diego, California, MA3 Austin R. Chamblee, USN, pled guilty to five specifications of assault consummated by a battery, four specifications of aggravated assault, and simple assault. On 19 June 2019, the military judge sentenced him to a Dishonorable Discharge, reduction in rank to paygrade E-1, and confinement for 24 months. The pretrial agreement had no effect on his sentence.
At a Special Court-Martial in San Diego, California, HM3 Michael L. Miller, USN, pled guilty pursuant to a pretrial agreement to two specifications of sexual harassment. On 10 June 2019, the military judge sentenced him to reduction in rank to paygrade E-1 and confinement for 150 days. Pursuant to the pretrial agreement, all confinement in excess of 90 days is to be suspended. The pretrial agreement contained a waiver of the accused’s administrative separation board.
