Honolulu-Pacific Federal Executive Board Honors NAVSUP FLC Pearl Harbor Personnel

The Honolulu-Pacific Federal Executive Board (FEB) held its 63rd Annual Excellence in Federal Government Awards ceremony to recognize government employees at Hickam Officers Club aboard Joint Base Pearl Harbor-Hickam May 3.
The Honolulu-Pacific Federal Executive Board (FEB) held its 63rd Annual Excellence in Federal Government Awards ceremony to recognize government employees at Hickam Officers Club aboard Joint Base Pearl Harbor-Hickam May 3.

Five employees and one department from Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Pearl Harbor were honored for their outstanding efforts, dedication and contribution to the workforce and community.

The winners representing NAVSUP FLC Pearl Harbor are:

Federal Employee of the Year (Professional, Administrative, and Technical)

Greg Lung, senior contract specialist, displayed exemplary performance on an operations support services procurement for the Pacific Missile Range Facility, a high visibility, multi-million dollar complex procurement supporting multiple customers. He developed a $93 million bridge contract on short notice to avoid mission gaps in service. Lung revamped a 750-page performance work statement and contract methodology in an effort to improve services. He displays a high level of technical knowledge and expertise in complex contracting.

Federal Employee of the Year (Trades and Crafts)

Mark Hashiro, lead rigger, superbly led joint teams of over 1,000 transportation/mobility personnel in the safe and efficient movement of over 130,000 items of critical warfighting equipment in support of deploying and redeploying units. He implemented improved processes, execution, and development practices leading to more efficient execution of the fiscal year 2018 budget. His efforts contributed in winning the National Defense Transportation Association Navy Active Duty Component Military Unit of the Year award for 2018.

Exceptional Community Service

Steve Butler, fuel distribution systems mechanic supervisor, planned and organized a one week Hawaii Merit Camp for 100 qualifying State Awana Club youth members and 30 leaders. He serves as game director for 80 club members for junior high and high school gym night. Butler participated in outreach ministry to integrate new people into the community and build lasting relationships. He provided youth with free archery classes and conducted skills and safety training with bible studies to provide spiritual growth and faith.

Mentor of the Year

Faye Flores, Joint Personal Property Shipping Office back office and quality assurance supervisor, creates a family-like workplace culture, raising morale and encouraging others to mentor. She devotes time to work with each employee to develop individual skills and meet personal goals. Flores challenges her employees to look beyond the daily tasks and ask why for deeper understanding and professional development. She promotes the development of future leaders and empowers her employees.

Leader/Supervisor/Manager of the Year

Edward Orloski, vehicle operations manager, facilitated team building and mentoring meetings, creating a positive work atmosphere free of discrimination, harassment and retaliation. He solidified relationships between all military and civilian members. Orloski led improvements for the dispatch office to improve the working spaces. He coordinated 14,593 transportation requests and 1,100 loaner vehicle requests, supporting warfighters and aircrew. He serviced 181 distinguished visitor requirements including the president of the United States resulting in multiple team members receiving coins and other acknowledgements.

Team Excellence

The NAVSUP FLC Pearl Harbor Information Technology Cybersecurity Team ensures information technology systems are resilient and ready to support all missions. The team displayed exceptional performance during the 2019 command inspection with no deficiencies and the cybersecurity program was cited as a model for the NAVSUP Enterprise. Team members include: Gerald Williams, Moreo Latta and Kim Miranda.

"This achievement is a result of a truly collaborative effort on the part of all of the team members," said Gerald Williams, NAVSUP FLC Pearl Harbor Information Systems Security Manager. "This team has demonstrated how our command's technical expertise evolves to harness innovative solutions to deliver confidentiality, integrity and availability of information system capabilities."

The Federal Government Awards Program recognizes outstanding federal employees for their efforts, leadership, and/or initiative. The program encourages innovation and excellence in government, reinforces pride in federal service, and helps call public attention to the broad range of services provided by federal employees.

"I had the opportunity to attend the FEB employee of the year award ceremony and it was such a great honor to see our personnel represent NAVSUP along with some of the other finest government agencies in the local area," said NAVSUP FLC Pearl Harbor Executive Director Scott Hedrick.

FEBs were created in 1961 to foster communication, coordination and collaboration among federal agencies in the field.

The national network of 28 FEBs, located in areas of significant federal populations, serves as the cornerstone for strategic partnering in government and its purpose is to increase the effectiveness of federal government by strengthening coordination of government activities.

The Honolulu-Pacific FEB was established in 1966 and serves as the federal presence throughout the Pacific and plays a pivotal role in creating a government that works better and costs less.
