The Center for Surface Combat Systems (CSCS) recently announced its Domain Civilian of the Year (COY) for 2018. 

CSCS Unit (CSCSU) Great Lakes Director of Training (DoT), Mr. Dean McCarty, was happy and honored to be selected for the award. 

“I couldn’t have done it without the outstanding support provided by the CSCSU Great Lakes team and entire CSCS domain,” said McCarty.

McCarty is well-known to the surface combat systems training community.  From 1999 to 2012, he was a government contractor supporting the AEGIS Training and Readiness Center (ATRC), one of CSCS’ learning sites co-located with CSCS Headquarters. 

In 2012, he decided to brave the cold winters in Great Lakes and assumed his current role as DoT. 

“I manage and direct training operations for a staff of 221 instructors training 10,000 Sailors annually,” McCarty explained. “I am also the principle advisor to the commanding officer on all matters relating to training and curriculum management and development.”

Cmdr. Richie Enriquez, CSCSU Great Lakes’ commanding officer, says CSCSU Great Lakes and the domain is lucky to have McCarty as part of the team. 

“Mr. McCarty's tireless work ethic, comprehension of command vision and devotion to the command mission makes him the model example for the CSCS domain,” said Enriquez.  “He is the driving force behind our success with Block Learning / Ready Relevant Learning (RRL) training implementation. He has performed outstanding as the Director of Training and we are extremely fortunate to have him leading the charge as we continue to train in many new and evolutionary methods ‘out-of-the-box’.” 

Ms. Robin Catalano, CSCS executive director, says McCarty’s professionalism is exceptional. 

“This award recognizes the remarkable talent we have in our civilian workforce throughout our 14 learning sites, not just CSCS headquarters,” Catalano explained. “His accomplishments, positive attitude, and diligence are awe-aspiring and he is a true exemplar for the civilian workforce.”

Capt. Frank X. Castellano, CSCS commanding officer, says McCarty illustrates on a daily basis how we develop and deliver surface ship combat systems training to achieve surface warfare superiority.

“Each and every day, Mr. McCarty is striving to provide quality training to young Sailors so they can excel in the fleet and in turn, positively impacting the U.S. Navy as a whole,” Castellano said. 

McCarty, who was selected as CSCSU Great Lakes Civilian of the Year for 2018 as well, says his job is not only enjoyable, but also rewarding.    

“I take great pride and satisfaction in knowing that we are transforming accession level Sailors from Recruit Training Command and providing them with the training and skills necessary to operate and maintain the complex combat systems employed in the fleet,” he said.

CSCS' mission is to develop and deliver surface ship combat systems training to achieve surface warfare superiority. CSCS headquarters' staff oversees 14 learning sites and detachments located throughout the continental United States, Hawaii, and Japan and manages and operates a Naval Education and Training Command (NETC) training division in Rota, Spain. CSCS provides over 538 courses, awards 114 different Navy Enlisted Classifications (NECs), and trains over 38,000 Sailors a year. CSCS delivers specialized training for Officer and Enlisted Sailors required to tactically operate, maintain, and employ shipboard and shore-based weapons, sensors, and command and control systems utilized in today's Navy.
