CSCS Selects International Training Project Manager as Civilian of the Quarter

The Center for Surface Combat Systems (CSCS) recently announced its Civilian of the Quarter (COQ) for the second quarter of 2018.

The Center for Surface Combat Systems (CSCS) recently announced its Civilian of the Quarter (COQ) for the second quarter of 2018.    

“I am honored to receive this award,” said international training project manager Ms. Crystal Scherer.  “It is humbling to be selected from an impressive group of candidates across headquarters and of course, I am extremely happy to have a reserved parking spot, as parking is in high demand at our facility.”

The civilian workforce is an essential part of the CSCS community and awards, such as COQ, exemplify those who uphold the Navy core values of honor, courage and commitment.

“The Civilian of the Quarter award represents the employee's hard work, dedication to the mission, and positive impact he or she has made to the surface combat systems training community," explained Ms. Robin Zapert, executive director for CSCS.  "Crystal's achievements go well beyond our borders as she continues to provide quality training to our international partners."

Scherer has been part of International Programs since CSCS was established in 2004. 

“Prior to this, from 1994 to 2004, I supported U.S. Navy and international initiatives at the AEGIS Training and Readiness Center before the schoolhouse became a CSCS learning site,” she explained. 

As the international training project manager, Scherer supports the U.S. Navy Global Maritime initiatives in providing surface combatant and integrated warfare systems training to allied Navies.

“My primary duty is managing AEGIS and Ballistic Missile Defense (BMD) training programs for the Republic of Korea,” she said.

Scherer’s supervisor, Dr. Darrell Tatro, director of CSCS International Programs, nominated her for this award.

“Ms. Scherer has continued to demonstrate a versatility and ability to manage multiple challenging projects while shifting focus quickly and seamlessly,” he explained. “She has taken every opportunity continuing the expansion of her technical knowledge of the Aegis Combat System baseline, both USN and [Foreign Military Sales] FMS while effectively managing communications across the CSCS domain learning sites monitoring potential FMS scheduling challenges and resource requirements.”

Scherer enjoys working with a broad team of professionals across various organizations and nationalities.

“The position has offered opportunities to travel to unique places and access to various cultures,” she said.  “I enjoy the fast pace…19 years have gone by very quickly.”

Tatro believes Scherer is an exceptional representative and ambassador for CSCS, Naval Education and Training Command, Naval Sea Systems Command, and the U.S. Navy as a whole. 

“She has demonstrated a gift of maintaining her composure when dealing with difficult situations and challenges and has made a positive impact on the Korean KDX III program,” he said.  “I am extremely confident when Ms. Scherer is representing CSCS that the correct message is being conveyed as she is a global thinker.”

CSCS' mission is to develop and deliver surface ship combat systems training to achieve surface warfare superiority. CSCS headquarters' staff oversees 14 learning sites and detachments, located throughout the continental United States, Hawaii, and Japan and manages and operates a Naval Education and Training Command (NETC) training division in Rota, Spain.   CSCS provides over 538 courses, awards 114 different Navy Enlisted Classifications (NECs), and trains 37,400 Sailors a year.  CSCS delivers specialized training for Officer and Enlisted Sailors required to tactically operate, maintain, and employ shipboard and shore-based weapons, sensors, and command and control systems utilized in today's Navy.
