Nominations Open for Human Resources Junior Officer of the Year

Chief of Naval Personnel (CNP) opened nominations Thursday for the fiscal year 2017 Human Resources Junior Officer of the Year (JOOY) Award.

The annual award was established to recognize one Navy officer, O-4 and below, who has made significant contributions to the Navy's readiness during the fiscal year.

Any human resources junior officer with the designators 1200, 1207 and 1205 may be nominated for the award through their commanding officer (CO) or officer in charge (OIC) endorsement. Nominations must be submitted by Oct. 6, to the Human Resources Center of Excellence (HRCOE).

The officer selected for the award will receive a Navy Commendation Medal presented at an appropriate recognition ceremony.

Nomination packages should include the CO or OIC endorsement as a one-page cover letter, completed OPNAV 1650/16 (HR JOOY nomination), completed OPNAV 1650/3 (Personal Award Recommendation) and completed Navy Commendation Medal citation. Documents should be formatted in Times New Roman font, no smaller than 12 point-size.

Block 2 of the Personal Award Recommendation should read Chief of Naval Personnel, 701 S. Courthouse Road, Arlington, VA 22204. Block 2a under UIC should read 45997.

Completed nomination packages should be submitted in PDF format (with the Navy and Marine Corps Commendation Medal citation submitted in Microsoft Word format) to the Director, Human Resources Center of Excellence via the safe access file exchange at https://safe.amrdec.army.mil/SAFE, noting hrcoe(at)nps.edu as the recipient address.

A panel of senior human resource officers will review nominations packages and make a final recommendation for the winner of the award to CNP. Results will be announced later this year.
