CSCS selects program analyst as Civilian of the Quarter

The Center for Surface Combat Systems (CSCS) recently announced its Civilian of the Quarter (COQ) for the third quarter of 2016.

"I am very humbled to receive this award," said program analyst Mr. Ron Bateman.

Bateman has been part of the CSCS training department community since May 2010.

"I was first assigned to the N72 Learning Standards Office, then N71 Business Operations, and currently, I work for N73 Current Operations," he explained.

As a program analyst, he manages the scheduling and execution of the Integrated Air and Missile Defense (IAMD) Advance Warfare Training (AWT) (Ballistic Missile Defense and non-BMD), Antisubmarine Warfare (ASW) AWT, and Ship Self Defense System (SSDS) AWT events for the CSCS domain. He is assigned as the N7 departmental coordinator for the Navy Training System Plan (NTSP) review process, which is extremely important to Fleet Readiness from classroom to fleet training efforts. Bateman is also responsible as the Subject Matter Expert (SME) / Travel Authorization (TA) government agent for the oversight of two important contracts, Waterfront Training and Fleet Feedback Support.

"In addition, I am the primary representative responsible for the standup of Forward Deployed Naval Forces (FDNF)-Europe Naval Station (NS) Rota Spain," Bateman added. "In support of the FDNF-Rota standup, I liaison with Naval Education Training Command (NETC), Training Support Center (TSC) Hampton Roads (HR), Commander Destroyer Squadron (CDS) 60 staff personnel, NS Rota Public Works Command (PWC) and NS Rota Security."

Bateman's supervisor, Lt. Cmdr. Michelle Wiggins, training deputy and Senior Watch Officer, nominated him for this award.

"He was my obvious choice for Civilian of the Quarter, not only because of his exceptional performance in his assigned position, but also because he stood up FDNF-Rota, which includes training for CSCS, Center for Information Warfare Training (CIWT), and Surface Warfare Officers School (SWOS)," she explained. "He was specifically responsible for Mobile Training Team (MTT) standardization, integration, and direct support for FDNF-Rota. Ron was NETC's face and footprint of Rota; coordinating with U.S. Naval Forces Europe-Africa / U.S. 6th Fleet and FDNF-Rota ships' commanding officers of the USS Carney (DDG 64), USS Ross (DDG 71), USS Donald Cook (DDG 75), and USS Porter (DDG78) for the purpose of ensuring that IAMD / ASW / SSDS AWT stayed aligned with TYCOM requirements and the Surface Force Readiness Manual. I am pleased to be able to tell him 'job well done.'"

Bateman enjoys working with various learning sites and detachments throughout the domain, especially the waterfront detachments.

"Working with the waterfront detachments ensures that the best training is provided to the Fleet so they are prepared to meet the demands at sea," he said.

Bateman also enjoys working with his co-workers.

"This award may reflect the individual efforts of one person but technically this is a team effort and my job cannot be completed without the outstanding support I receive from headquarters, the schoolhouses and waterfront detachments, and our industry partners," Bateman said. "Thank you all for your endless support."

CSCS' mission is to develop and deliver surface ship combat systems training to achieve surface warfare superiority. CSCS headquarters' staff oversees 15 learning sites and provides nearly 70,000 hours of curriculum for 700 courses a year to more than 40,000 Sailors. CSCS delivers specialized training for Officer and Enlisted Sailors required to tactically operate, maintain, and employ shipboard and shore-based weapons, sensors, and command and control systems utilized in today's navy.
