Baker Sworn in as NAVFAC's 1st Senior-Level Professional

NAVFAC Commander Rear Adm. Bret Muilenburg welcomed Baker aboard and commented on his expertise.

"After serving the Marine Corps with distinction for 29 years, Rob is now responsible for providing strategic and operational leadership to achieve our CIO (chief information officer) mission, while building and maintaining an engaged and high-performing workforce," said Muilenburg. "His skills are exactly what we need right now."

While Naval Facilities Engineering Command has many Senior Executive Service members working in the command, Baker became the first NAVFAC employee to hold a SL position. SL and ST (scientific) positions were established in 1990 with the abolition of GS-16, 17, and 18 positions under the Civil Service Reform Act.

Prior to being selected, Baker worked as the director N6/command information officer at Commander, Navy Installations Command in Washington, where he managed the Navy's Shore IT Program.

Baker is a graduate of Mount Saint Mary's University, where he received a bachelor's degree in political science. He also holds a master's degree in international studies from Old Dominion University.
