Commander, Joint Enabling Capabilities Command (JECC), Air Force Brig. Gen. Sam C. Barrett, relieved Navy Capt. David Waterman of his duties as commanding officer, Joint Public Affairs Support Element (JPASE) April 8.

Barrett cited a loss of confidence in Waterman's ability to command as the reason for his relief.

JPASE is a component of JECC, which is a component of U.S. Transportation Command based at Scott Air Force Base, Illinois.

Army Col. John G. Norris assumed command of JPASE.

JPASE is headquartered in Norfolk, Virginia and provides ready, rapidly deployable joint public affairs professionals who plan and implement a military commander's public affairs communication strategy.

Waterman, who assumed command of JPASE in November 2014, has been temporarily reassigned to Military Sealift Command in Norfolk.
