CSCS Announces Domain Small Activity Civilian of the Year

The Center for Surface Combat Systems (CSCS) announced Jan. 29 its Small Activity Civilian of the Year (COY) for 2015.

Capt. Bill McKinley, CSCS commanding officer, praised Mr. Timothy Cox, CSCS Detachment (Det) Wallops' Technical Director.

"Since 2011, Timothy has provided the domain with technical information necessary to achieve our mission, meet objectives, and accomplish our training goals," McKinley said. "His performance and productivity truly illustrate why we are the leaders in surface combat systems training."

As Technical Director, Cox is responsible for various command operations at Det Wallops.

"I create and maintain a long range schedule to include Surface Combat Systems Center (SCSC) equipment, software requirements, and projects," Cox said of his role. "I execute the problem control responsibilities during Combat Information Center (CIC) Team Training events and direct the required corrective actions of system configurations ensuring SCSC systems support quality training."

Cox is also the Information Assurance Manager for the detachment and performs the duties of Training System Installation Plan Coordinator, Facilities Manager, Technical Training Equipment and Device Manager, and Travel Budget Coordinator.

Lt. Commander Jeff Hextell, the Officer-in-Charge for CSCS Det Wallops, said Cox exceeded all expectations.

"Because of his continuous interactions with CSCS Headquarters, AEGIS Training Readiness Center (ATRC), SCSC, National Aeronautics and Space Administration (NASA) Wallops Island, Program Executive Office (PEO) Integrated Warfare Systems (IWS) 10, and Surface Warfare, Naval Sea Systems Command (NAVSEA 21) Surface Training Systems (STS) Program Office (PMS 339) representatives, he ensures that all training objectives are successfully completed. His many contributions to the readiness of our Navy are exactly what this award should recognize."

Selected as the CSCS Small Activity COQ for the third quarter of 2015, second quarter of 2014, and fourth quarter of 2013, Cox enjoys the fast pace work environment.

"I face challenges on a daily basis but each day is productive and rewarding," said Cox. "Most importantly, as a retired Senior Chief Fire Controlman, I am fortunate that I still have the pleasure of working with Sailors and assisting the United States Navy with executing their mission."

CSCS' mission is to develop and deliver surface ship combat systems training to achieve surface warfare superiority. CSCS headquarters' staff oversees 14 learning sites and provides nearly 70,000 hours of curriculum for 700 courses a year to more than 40,000 Sailors. CSCS delivers specialized training for Officer and Enlisted Sailors required to tactically operate, maintain, and employ shipboard and shore-based weapons, sensors, and command and control systems utilized in today's Navy.
