Naval Aviation Enterprise (NAE) leadership named Capt. Matt Ott a winner of the Outstanding Performance Award during an NAE Air Board video teleconference Feb. 4.

Ott was recognized for his work as the aviation operations officer for Naval Supply Systems Command, Weapon Systems Support (NAVSUP WSS) Philadelphia and as a member of the Engineering, Maintenance and Supply Chain Management team. In his role, he has been highly effective in solving critical readiness degraders, according to the letter of appreciation signed by Vice Adm. Mike Shoemaker, Commander Naval Air Forces (CNAF), U.S. Pacific Fleet.

"Your deep understanding of Naval Aviation and dedication to action is the mark of true and revolutionary leadership," Shoemaker wrote.

Ott is the leader of numerous readiness improvement initiatives. His integrated weapons support teams have supported the fleet through backorder reductions, long-term and performance-based logistics contract awards and key industry stakeholder engagements. He has led the development of innovative initiatives and solutions to complex sustainment issues, including sending comprehensive subject-matter expert 'swarm' repair teams to immediately fix readiness degradation. He expanded capacity by supporting dual source repair capability and has been credited as the innovative change agent in designing the P-8A Poseidon Logistics Cell (LOGCELL) concept. Ott has also led the transition of many Type/Model/Series (TMS) programs from inefficient contract support models to effective and sustainable traditional supply support models. Across a range of all NAE teams, he has enhanced organic repair velocity and tailored commercial contracts to benefit readiness.

"These efforts were transformational and served as a force multiplier in improving readiness across the fleet," Shoemaker wrote.

Ott said he was honored to receive the award for his contributions to improving Naval Aviation readiness.

"It is an honor to be a provider helping every Type/Model/Series team across the Navy and Marine Corps," he said. "We are aligned to improve Ready Basic Aircraft to execute our nation's defense.

"It's an honor and privilege to receive this award and to be a part of the Naval Aviation Enterprise," Ott said. "It's a complex, dynamic and awesome business. I've been challenged and continue to learn from experts across every aviation-related field. No other organization exists which pulls together all stakeholders, efficiently and effectively, with the sole focus of improving readiness. "

Ott said he is most proud of being part of the NAVSUP WSS team and its everyday commitment to supporting the warfighters.

"[NAVSUP WSS military and civilian personnel] are genuine, dedicated and innovative teammates who accept their roles seriously," Ott said. "They understand safety and know how to attack root cause problems with solutions. Like everyone in our extended military team, we each have served afloat many times over our careers; it's comforting to know there is a logistics group in Philadelphia (and globally) responding 24/7 to readiness needs. They are networked and proactively execute with a refreshing sense of urgency supporting the warfighter."

The NAE Air Board, composed of leaders partnering to pursue the best interests of Naval Aviation, recognizes typically one Sailor, Marine or civilian employee each month for his or her outstanding enterprise-centric contributions to Naval Aviation. Award winners serve as positive examples of the enterprise approach at work. They routinely illustrate a commitment to the NAE principles of process improvement, a willingness to challenge assumptions, a focus on effectiveness and efficiency and a commitment to the greater good of Naval Aviation.

Naval Aviation leaders have distributed the monthly NAE Outstanding Performance Award since 2008 to promote a culture of cost-wise readiness. For a full listing of monthly award winners since 2008, visit www.nae.navy.mil. For more information, contact the NAE at nae@navy.mil.
