Advancement for Sailors is based on current and planned job openings in the fleet, and is aligned with Navy efforts to balance the force. The number of quotas accounts for additional losses incurred by the FY15 Senior Enlisted Continuation Board.

With the decrease in Reserve Sailor requirements, SELRES saw a decline in advancement opportunities across the board.

Overall Selected Reserve advancement opportunity by pay grade:
E-8 advancement opportunity decreased from 9.4 percent to 7.8 percent (- 1.6 percentage points).
E-9 advancement opportunity decreased from 11.6 percent to 9.8 percent (-1.8 percentage points).
