WASHINGTON - Naval Facilities Engineering Command (NAVFAC) Washington has awarded a $23.9 million Utility Energy Service Contract (UESC) for Marine Corps Base Quantico, Sept. 24, to Dominion Energy. The project implementation cost will be financed over a 25 year period, with $14.7 million obligated at the time of award.
This project will contribute to the resiliency of MCB Quantico by adding generators that will automatically island critical facilities via microgrid controls during emergency operations. 182 existing meters will be tied to the base-wide energy management control system (EMCS), allowing MCB Quantico to trend and monitor electric and gas consumption of buildings. The project will also allow the retro-commissioning of 14 buildings, as well as test, adjust, and balance four buildings, including the Russel Knox Building. Additionally, the refurbishment of a 1 MW microturbine system will reduce peak demand, thereby reducing electric costs.
Energy savings will occur through AMI/EMCS repairs, retro-commissioning, HVAC repairs and LED lighting. Water savings will occur through restructure of an existing water contract. Savings of 30,990 MBTU and $1.6M in utility costs are anticipated annually.
The construction period is anticipated to span 29 months. The Contractor will provide Operations, Maintenance, Repair and Replacement Responsibilities (OMR&R) for the life of the contract.
This project award is the result of an outstanding team effort between Marine Corps and Navy technical and acquisition personnel.
