The Board selected these officers to ensure the Navy has the right senior reserve officers to support Fleet operations and lead Navy Reserve Forces, recognizing that the continued preeminence of the Navy is inextricably linked to our ability to successfully change. To do so, the Navy needs innovative and bold leaders who think creatively and are their own toughest critic, challenge assumptions, and take well-calculated risks that maximize effectiveness. 

The Board looked for officers with professional skills, integrity, management acumen and resourcefulness in difficult and challenging leadership assignments, as well as personal and professional attributes including critical thinking, adaptability, intelligent risk-taking, innovation, adherence to Navy and Department of Defense (DoD) ethical standards, and loyalty to the Navy core values.
