U.S. Navy and RTX Accelerate Critical Munitions Production Through Tomahawk Award

17 August 2026

WASHINGTON - The Acting Secretary of the Navy, Hung Cao, announced today that the Department of the Navy awarded a contract to Raytheon, an RTX business, valued at $22.9 billion, to accelerate production of the Department’s critical long-range strike capability: the Tomahawk missile.

“This landmark $22.9 billion investment accelerates the delivery of Tomahawk missiles to our warfighters at unprecedented speed,” said Cao. “By working closely with industry to expand the capacity of our munitions industrial base, the Department is utilizing every available tool to meet the demands of current operations, guaranteeing our naval and joint forces have the lethal firepower they need to deter aggression and protect the homeland.”

By reducing procurement lead times, this contract directly supports the Department of War's rapid capability fielding goals.

“The Department has challenged industry to answer the call to expand munitions production and capacity, and RTX has answered,” said Michael P. Duffey, Under Secretary of War for Acquisition and Sustainment. “This contract accelerates our ability to get Warfighters what they need, ensuring they never have to face a fair fight.”

This award reflects the Department’s continued transformation of its acquisition approach to meet the demands of today’s security environment. Under the strategic direction of PAE Munitions, led by Van Hendrey, the Navy is improving enterprise-level integration, strengthening partnerships with industry, and advancing a more agile approach to delivering weapons capabilities.

By providing industry with greater stability and predictability, this investment enables expanded workforce capacity, increased manufacturing throughput, and stronger supply chains. This action reinforces the Department’s commitment to rebuilding the defense industrial base and ensuring Navy and Marine Corps forces remain equipped with the advanced weapons required to maintain maritime superiority.

Portfolio Acquisition Executive (PAE) Munitions is a Department of the Navy organization responsible for the development, procurement, and delivery of naval munitions and strike capabilities. By unifying key weapons programs and aligning the weapons industrial base, PAE Munitions provides enterprise-level integration to accelerate production, increase capacity, and ensure the Fleet is equipped with the munitions needed to project power and win.
