Nicole Perry Assumes Leadership of Navy Small Business Programs

WASHINGTON — Acting Secretary of the Navy Hung Cao announced today that Ms. Nicole Perry, Deputy Director of the Office of Small Business Programs (OSBP), has assumed leadership of the office, performing the duties of Director, effective immediately. She succeeds Mr. Andrew Magliochetti, who is departing the office to spearhead the launch of a new Department of the Navy (DON) initiative.

Ms. Perry, a veteran of the United States Army, steps into the role with 24 years of extensive experience in the defense acquisition workforce. In her new capacity, she will oversee the Department’s small business acquisition initiatives, ensuring small business integration across all echelons of the Navy and Marine Corps.

“Our Small Business Programs require steady, disciplined leadership focused entirely on execution, compliance, and warfighter support,” said Secretary Cao. “Ms. Perry will build on the successes of Mr. Magliochetti, continuing the essential focus on accountability, operational integrity, and rigorous oversight that the department needs right now. We must eliminate distractions and ensure our small business programs are aligned to deliver combat capability without delay.”

As Deputy Director of OSBP, Ms. Perry has played a pivotal role in managing small business acquisition initiatives and strategic programs. Her leadership has focused on advancing the industrial base in government contracts while supporting and ensuring the Department of the Navy’s mission and objectives are met.

“I am prepared to step into this role immediately to ensure the continuity and integrity of the Department’s small business initiatives,” said Ms. Perry. “Our mission demands transparent, efficient, and reliable pathways for small businesses to support the warfighter. We will immediately focus on strengthening our acquisition processes and delivering innovative capabilities to the fleet.”

Ms. Perry holds a Master of Business Administration degree and has served in leadership roles across contracting and finance industries specializing in small business operations throughout her distinguished civilian and military career.
