Readout of the Secretary of the Navy John C. Phelan's Testimony Before House Armed Services Committee

The Secretary of the Navy Public Affairs Office provided the following readout:

Secretary Phelan appeared before the House Armed Services Committee to discuss his vision for the Navy’s priorities and address the challenges facing the force in today’s dynamic security environment.

He outlined three main priorities that will guide the Department’s work: strengthening shipbuilding and the maritime industrial base, fostering a warfighter culture that is adaptive, accountable and innovative, and improving the health, welfare and training of Sailors and Marines.

“Rebuilding our maritime industrial base is not just a matter of economic policy; it is a national security imperative,” Secretary Phelan said.

He made it clear that the urgent challenges facing the maritime industrial base require immediate action. Since his confirmation, he has visited 10 shipyards around the world, meeting with leaders and workers to gain a deeper understanding of the issues. He is now developing a comprehensive plan to rebuild America’s shipbuilding capacity, stressing that success depends on close collaboration between Congress, industry, and the Department of the Navy.

Recognizing the growing threats from global rivals, Secretary Phelan acknowledged that “we are still the dominant naval power, but our adversaries are closing the gap at a concerning, accelerating rate.” He emphasized the need for significant cultural and strategic changes to maintain our advantage.

Secretary Phelan reinforced that the Department’s greatest resource is its people. He committed to ongoing efforts to recruit, train and retain skilled personnel, as well as to support programs that enhance the quality of life for service members and their families.
