Research, Development and Acquisition

The Assistant Secretary of the Navy for Research, Development and Acquisition (ASN RD&A) serves as the Department of the Navy's chief acquisition executive. RD&A holds the authority, responsibility, and accountability for managing research, development, and acquisition activities across the service. The organization's foundational mission is to procure the decisive weapons, systems, and platforms that guarantee the Navy and Marine Corps maintain an absolute warfighting advantage.

To secure maritime dominance, RD&A is tasked with driving foundational acquisition reforms, invigorating the industrial base through new partnerships, and accelerating next-generation capabilities to the warfighter. Today, the organization is squarely focused on bolstering the Fleet, overseeing generational investments across manned and unmanned ships, aircraft, and systems to maximize lethality and readiness.
