RMKS/1.  References (a) and (b) announce that the U.S. Office of Personnel 
Management has opened a special solicitation to help the victims of the 
Coronavirus Disease (COVID-19) pandemic via the Combined Federal Campaign 
(CFC) pledge system.  This special solicitation is the direct result of many 
Department of Defense personnel inquiring how they can help relief efforts as 
private citizens.  This special solicitation will remain open through 30 June 
2020.

2.  The CFC is uniquely positioned to supplement the Federal governments 
overall response by allowing employees to pledge additional resources to 
already vetted charities and to those that are actively responding to various 
community needs because of the COVID-19 outbreak.  This special solicitation 
provides an opportunity for Federal employees and members of the military to 
create a new gift to support their favorite CFC-participating charities (only 
those charities accepted in 2019) online or through the CFC mobile giving 
app.  The CFC online donation portal-giving app is located at 
https://cfcgiving.opm.gov.

3.  As with the annual CFC campaign, the most important objective is to 
ensure that every Federal employee, Sailor, and Marine is notified of the CFC 
special solicitation.  As such, I expect command leadership to be actively 
engage in notifying their employees, Sailors, and Marines of the opportunity 
to donate in support of the victims of the COVID-19 pandemic via the CFC 
pledge system.
