RMKS/1.  The Secretary of Defense issued guidance in reference (a) for the 
transition to a conditions-based, phased approach to personnel movement and 
travel that supersedes earlier guidance and the Department of the Navy (DON) 
implementation promulgated in references (b) and (c).  References (b) and (c) 
are hereby cancelled.  Reference (d) directs the Chief of Naval Operations, 
the Commandant of the Marine Corps, and the Assistant Secretary of the Navy 
(Manpower and Reserve Affairs) to implement the updated travel guidance in 
reference (a) and to communicate the relevant contents to their Services and 
the DON civilian workforce.
