Michael Keppen, director of training curriculum manager for Naval Service Training Command (NSTC) talks to fleet, force and command master chiefs during an Enlisted Board of Advisors (EBOA) Conference at Recruit Training Command (RTC) at Naval Station Great Lakes, July 20. The conference, hosted by NSTC in the USS Iowa RTC headquarters complex, was an opportunity for the master chiefs to return to the Navy’s only boot camp and observe current recruit training. They also discussed policies, manning, military training, enlisted learning and development strategies at RTC. The eSailor initiative is an ongoing beta test that introduces e-tablets to recruit divisions allowing recruits to use the devices to integrate into the training environment at RTC. The e-tablets contain RTC curriculum, including training videos, Navy customs and traditions, Navy history, military ranks, Navy rates and access to professional development websites. (Official U. S.
