PANAMA CITY, Fla. (Sept. 22, 2021) After 38 years of naval service, Capt. Keith Dowling, right, receives a U.S. flag during his retirement ceremony, Sept. 22. The ceremony was held during a change of command for the Center for Explosive Ordnance Disposal and Diving (CEODD), where Dowling concluded his career as CEODD’s commanding officer. He enlisted in 1983 and become a chief hospital corpsman in 1993. He earned his commission as a naval officer through the Enlisted Commissioning Program in 1995.
