ANNAPOLIS, Md. (May 27, 2022) President Joseph R. Biden congratulates Ensign Sarah Skinner, from Atlanta, after her graduation from the U.S. Naval Academy. Skinner is the Naval Academy's 54th Rhodes Scholar and plans to study Oxford University.
