Vice Chief of Naval Operations Adm. Jim Kilby presents a Sailor of the Quarter award to Electronics Technician (Navigation) 3rd Class Nicholas Feliciano assigned to the Los Angeles-class fast-attack submarine USS Hartford (SSN 768), during a tour of General Dynamic Electric Boat (EB) shipbuilding facility in Groton, Connecticut, Oct. 29, 2024. An all-red rank insignia, as worn by Kilby, signifies a Sailor is fully qualified in their specialty aboard Hartford. Hartford and crew operate under Submarine Squadron (SUBRON) 12, whose primary mission is to provide fast-attack submarines that are ready, willing, and able to meet the unique challenges of undersea combat and deployed operations in unforgiving environments across the globe. Electric Boat is the prime contractor and lead design yard for the Navy's Virginia-class fast-attack submarines. (U.S. Navy photo by Gary Hodgdon)
