Ms. Archie Balingbing, a Philippine contractor, speaks about the environmental assessment of the de-commissioned BRP Pangasinan (PS-31), a Miguel Malvar-class corvette of the Philippine Navy, during Balikatan 23 at Philippine Naval Base Cavite, Philippines, April 18, 2023. Tagalog for “shoulder-to-shoulder,” Balikatan is an annual bilateral exercise between the Armed Forces of the Philippines and the U.S. military. The exercise provides unique opportunities for participating forces to increase interoperability and provide tangible benefits for the people of the Philippines.
