As NAVSEA director of contracts, Kristine Boyles oversees one of the largest and most complex procurement organizations in the federal government. In fiscal year 2022, she oversaw the execution of more than 51,000 contracting actions worth more than $43.1 billion. Boyles has been at the forefront of ship, fleet support, and weapons systems contracting for years, previously serving as director, Surface systems contracts division, and deputy director, contracts and business management, Military Sealift Command (MSC) executing $1.5 billion of MSC’s $2.5 billion operating expenses and processing 7,000 contracting actions annually. Boyles chose a civilian career with the Navy in 1989 to complement her role as a Navy spouse. She has become a pioneer in the contracting world at NAVSEA.
