The Naval Safety Center is centralizing and streamlining how it documents data for diving and parachuting communities with the new Risk Management Information (RMI) Dive Jump Reporting System (DJRS) which will allow users to plan, prepare, report, and execute safe dive and jump operations from one site for the Navy and Marine Corps. DJRS will also be used for divers in the Army, Air Force, and Coast Guard.

“DJRS will make it easier for every user,” said Kristie Thomas, RMI Enterprise Change Manager. “Data input has been streamlined, the new system is faster and more user friendly, and the reporting functionality has been greatly improved. All of the preliminary feedback we have received from the divers and jumpers during testing has been overwhelmingly positive. They view this as a great improvement.”

The new DJRS application replaces the DJRS function in the Web Enabled Safety System (WESS).

While DJRS is not used for incident reporting, the new system does capture event log data for divers and jumpers. The data captured on DJRS includes dive events, jump events, manifest logs and equipment used. Incident reporting will be incorporated into the release of future phases of RMI.

DJRS is web-based and requires a valid CAC card and access to Internet Explorer 11, although Google Chrome, Edge, and Firefox are also compatible.

Users will find data is easier to input, forms will be pre-filled with helpful data, errors will be reduced, workflow guides are built in, time inputting data is reduced, and ad hoc reporting is improved.

In the past, divers filled out a paper form before a dive, then logged their data into WESS after the end of the dive. The new DJRS application saves money by using an RMI site, built for the Navy, which expands and adds new capabilities onto the Air Force Safety Automated System (AFSAS). New users will register at the RMI-DJRS website, https://afsas.safety.af.mil, then follow the prompts. Once signed on, DJRS users will log data before and after each dive and jump event.

“Eliminating paperwork and using DJRS for all diving data will be a tremendous time and error saver for our divers and jumpers,” said Capt. Paul Durand, Naval Safety Center Safety Assurance Manager. “No more lost paperwork.”

DJRS users will be trained just before the system is deployed.  No change is anticipated in the business process, only a difference in the look and feel of the system (a new drag and drop function, for example) compared to WESS.

The DJRS toll free help desk (1-866-210-7474) will assist users with administrative, software development, infrastructure, database, and technical support.

DJRS is the first release in the multi-phased RMI initiative that will modernize the Navy’s safety incident reporting, safety program management, and mishap/hazard analysis processes.  The Navy's RMI Program reflects the Navy's initiative to create a safer environment for Navy personnel by capturing and analyzing safety incident reporting data. DJRS is the first step in blending incident reporting data into useful products that will improve risk and safety conditions. There will be a transition of existing legacy and core safety programs and risk management systems, applications, and data.

When fully functioning, RMI will consolidate and eliminate the legacy systems Web Enabled Safety Systems (WESS), ESAMS’ Injury/Illness Reporting and Tracking System (IIRTS), Injury/Illness Tracker (INJTRACK), Medical, Mishap and Compensation (MMAC), and Portsmouth Naval Shipyard’s Occupational Accident and Injury Report Systems (POAIRS). RMI will provide an easy to use single point of data entry for Sailors, Marines, and Safety Professionals. DJRS is the beginning of this consolidation.

“We are excited to deliver the first phase of RMI to the fleet and are excited to bring RMI Streamlined Incident Reporting (SIR) by June,” said Capt. Durand. “SIR will modernize the Navy’s incident reporting process. This is a big step forward in safety reporting.”
