Delivering necessary programs and services to the Fleet, fighter and family will remain a priority at Navy installations throughout the shore enterprise even during a possible government shutdown.

Without a passage of a fiscal year (FY) 2018 appropriations bill or a continuing resolution, the federal government will no longer have the authority to obligate funds other than for essential operations, resulting in a furlough of civilian personnel performing non-excepted activities.

"Our Navy is comprised of a diverse team of active duty and reserve Sailors, Navy civilians, families and retirees. Our Navy civilian workforce is an integral part of the Navy team and we will do all that we can to support them and their families during a government shutdown," said Vice Adm. Mary Jackson, commander of Navy Installations Command (CNIC). "Our priorities will continue to be providing the necessary services to our Fleet, fighters and families."

Excepted activities that will not be impacted during a government shutdown include those that involve the safety of human life or protection of property; police, fire and emergency services; medical and dental care at DOD treatment facilities; family readiness and support services necessary to respond to emergency situations.

Child Development Centers, Morale, Welfare & Recreation (MWR) facilities, and Navy Exchanges will also be open, but patrons are advised to call ahead to confirm hours of operation.

Stateside commissaries, including those in Alaska and Hawaii, will follow an orderly shutdown to prepare for closing so they can reduce their stocks of perishables and properly safeguard equipment and facilities within 72 hours. The 38 commissaries in Europe, one store in Puerto Rico and 28 stores in the Pacific (including two in Guam), will remain open during a government shutdown as a safety and security measure to serve U.S. troops and their families stationed overseas. All operations will resume normal operations the first work day following the passage of a Federal Government budget or additional continuing resolution.
