Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Jacksonville held a traditional change of command ceremony May 15.

During the ceremony, Capt. Duke Heinz was relieved by Capt. Re Bynum as the commanding officer (CO) of the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Jacksonville.

The event took place aboard Naval Air Station Jacksonville, Florida, with more than 200 guests in attendance. U.S. Navy Band Southeast provided patriotic music throughout the time honored ceremony and Linda Nelson from the NAVSUP FLC Jacksonville Small Business Office, sang the Star Spangled Banner.

The invocation was delivered by Reverend Kedron Nicholson, followed by the keynote speaker Rear Adm. James R. McNeal, commander, NAVSUP Global Logistics Support (GLS).

McNeal highlighted Heinz' accomplishments during his command, acknowledging the obstacles he overcame to execute personnel hiring throughout the NAVSUP FLC Jacksonville enterprise while facing fiscal constraints and sequestration. McNeal emphasized that Heinz was able to meet and exceed those challenges successfully, not only executing within budget; but also hiring the right people for the right positions.

McNeal went on to describe how with great forethought, Heinz used reservists to fill active duty and civilian manning shortfalls; calling on reservists to perform much needed work. McNeal concluded by presenting Heinz with the Legion of Merit medal for his exceptional service as NAVSUP FLC Jacksonville commanding officer.

Heinz took the podium and thanked the workforce for their dedication and commitment to excellence. He asked the NAVSUP FLC Jacksonville personnel to stand, and in recognition of their support, rendered a hand salute. "It's been an honor to serve with you these past two years. I thank you and I salute you!" expressed Heinz.

Heinz has orders to Washington, D.C. and will report to the J4 Directorate on the Joint Chiefs of Staff. With an exchange of salutes and handshakes, Bynum took the reins of command.

McNeal welcomed Bynum and acknowledged his qualifications and capabilities; stating Bynum "was the right man, for the right job, at the right time."

As NAVSUP FLC Jacksonville's newest commanding officer, Bynum will lead more than 900 military, civilian and contractor personnel providing premier regional logistics support to 17 sites, 49 fleet units, and 2 industrial activities in 7 states throughout the Southeastern United States and the Caribbean.

"Our team wields tremendous fiscal power, and with this power comes great responsibility. We must demonstrate an abiding sense of personal accountability, and unquestionable integrity in every financial decision made on behalf of the U.S. Government. Our reputations as individuals, and as a team, are based upon this moral excellence. Our warfighters demand it," stated Bynum.

Bynum comes to NAVSUP FLC Jacksonville from Mechanicsburg, Pennsylvania, where he previously served as assistant commander for Corporate Operations (N1/N5) for Commander, Naval Supply Systems Command, leading Supply Logistics enterprise efforts in the areas of strategy, analytics, innovation, personnel and corporate communications.

Bynum was commissioned through the Naval Reserve Officer Training Corps (NROTC) Program at Southern University, Baton Rouge, Louisiana, earning a bachelor's degree in Mathematics while minoring in Physics. He later earned a Master's Degree in Management at Troy University and completed Executive Training at the Wharton School of the University of Pennsylvania.
