Sailors now have improved access to their awards online through a modernized version of the Navy Department Awards Web Service, which is available on BUPERS Online.

Sailors now have improved access to their awards online through a modernized version of  the Navy Department Awards Web Service (NDAWS), which is available on BUPERS Online (www.bol.navy.mil).

As part of the ongoing MyNavy HR transformation, the move to BUPERS Online (BOL) streamlines how awards and decorations are processed by automating legacy procedures and simplifying the awards routing process.  The new system improves the Sailor and command experience by allowing access to personal and unit awards information as a part of the Navy Personnel Command (NPC) Document Services Workspace integrated into BOL.

Automated NDAWS supports electronic initiation, routing, endorsement and approval of all personal military decorations (PMD) and unit awards as well as supporting searches of historical data for personal decorations, unit awards and campaign/expeditionary medals.  The move dramatically improves the speed and accuracy of how commands process PMDs and unit awards.  As NDAWS is now a part of BOL, once the signed PMD certificate or citation is approved within the application, it will automatically update corporate data and be entered in Sailors’ official military personnel file (OMPF).  This single upload also ensures that the award is now part of the Sailors’ official record and automatically updates the officer/enlisted summary record/performance summary reports. 

The NDAWS system update leverages the successful fielding of related HR systems that include the electronic submission of selection board documents, automated requests for name change and the online officer photograph submission form, which are also part of the NPC Document Services Workspace on BOL.  All of these processes are proven to be more effective, efficient and reliable than their legacy predecessors, and provide considerable time savings to users and the NPC staff.  

Further contributing to Fleet readiness, commands operating in a deployed environment or experiencing internet accessibility or connectivity issues may utilize NDAWS without accessing the NPC Document Services Workspace on BOL.  To utilize this disconnected functionality, a command electronically completes the OPNAV Form 1650/3 (Rev 03-20) document, digitally signs it and emails it to NPC along with a copy of the signed PMD citation.  The NPC Records Section then uploads the completed OPNAV Form 1650/3 document and PMD certificate into the system, which automatically updates the OMPF and corporate data.  This allows Fleet units that do not have the bandwidth for accessing the online application to take advantage of the automation in the same way as users with steady internet connectivity.

All policies governing PMD and unit awards are unchanged.  A new NDAWS user guide and disconnected functionality compatible OPNAV Form 1650/3 can be found on the Navy awards website at https://awards.navy.mil or on the Navy Personnel Command website at www.npc.navy.mil.
