NAVFAC Southeast Awards BOS Contract for NAS Whiting Field

NAVFAC Southeast awarded a more than $11.9 million contract March 12 to NCS/EML SB Joint Venture, LLC, a small business out of Louisville, Kentucky, for Base Operating Support (BOS) services at Naval Air Station (NAS) Whiting Field, Florida and outlying areas.

Naval Facilities Engineering Command (NAVFAC) Southeast awarded a more than $11.9 million contract March 12 to NCS/EML SB Joint Venture, LLC, a small business out of Louisville, Kentucky, for Base Operating Support (BOS) services at Naval Air Station (NAS) Whiting Field, Florida and outlying areas.

The award includes a base period and seven option years that could bring the value of the contract in excess of $96 million.

“NCS/EML SB Joint Venture, LLC was chosen using the Best Value Source Selection procurement method,” said NAVFAC Southeast Supervisory Contract Specialist Rebecca Jones. “The objective was selection of a contractor whose overall proposal demonstrated the best value to the Government based on technical factors, not necessarily the lowest price. We received eight proposals for this contract and NCS/EML SB Joint Venture, LLC was evaluated as the best value.”

The new contract will begin April 1, 2019.

The BOS services contract wor includes facility investment, pest control, grounds maintenance and landscaping, pavement clearance, utilities management, electrical, wastewater, water, base support vehicles and equipment, and other related services.

Iselin explained that small businesses provide construction, professional and supported services expertise that support the Navy’s mission and the men and women in uniform. It is through strong policy and sound business processes that NAVFAC is able to develop capabilities based strategies that consider program risks, cost, schedule andtechnical requirements that help meet the expectations of supported commanders while supporting public policy objectives.
