Naval Facilities Engineering Command (NAVFAC) Southeast awarded a $240 million indefinite-delivery indefinite-quantity design-build multiple award construction contract (IDIQ-MACC) to two small businesses and four large businesses Sept. 24 for construction projects located in the Naval Station Guantanamo Bay (NSGB) area of responsibility.

MACC contracts are used to pre-qualify a group of contractors — usually four to seven— with respect to performance, experience, capability and safety, and then issue task orders to them for projects that meet the parameters of the MACC. MACCs save the command and the government time and resources.

The small businesses awarded under this contract include: Islands Mechanical Contractors, Inc. out of Middleburg, Florida and Ratcliff Construction, Inc., Orange Park, Florida. Four large businesses, Munilla Construction Management out of Miami, Florida; Centerra Integrated Services, LLC out of Palm Beach Gardens, Florida; The Ross Group Construction Corp, out of Tulsa, Oklahoma; and RQ-AECOMJV out of Carlsbad, California were also awarded under this contract. Each of the six contractors is being awarded an initial task order at $1,000 each to satisfy the minimum guarantee. 

The work to be performed provides for, but is not limited to, general building type projects — new construction, renovation, alteration, demolition, and repair work — including industrial, airfield, aircraft hangar, aircraft traffic control, infrastructure, administrative, training, dormitory and community support facilities.

Additional contract capacity under the initial MACC was required in order to accommodate critical repair work associated with unexpected hurricanes and large storms. For the past three years, storms have impacted the construction market in the Southeastern United States and Caribbean, causing increased pricing for labor and materials. This has increased project costs performed on the MACC and depleted contract capacity.

In addition, unpredicted contingency requirements from the Joint Task Force ground forces have unexpectedly increased as well.

Iselin explained that small businesses provide construction, professional and supported services expertise that support the Navy’s mission and the men and women in uniform. It is through strong policy and sound business processes that NAVFAC is able to develop capabilities based strategies that consider program risks, cost, schedule and technical requirements that help meet the expectations of supported commanders while supporting public policy objectives.

The term of the contract is not to exceed 60 months with an expected completion date of Sept. 2023.

Each year NAVFAC establishes target goals for Small Business, Small Disadvantaged Business (SDB), Historically Underutilized Business Zone Small Business (HUBZONE), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business categories. Utilizing these small business concerns to the maximum extent practicable is a matter of national interest with both social and economic benefits.
