TSCHR FTLO Reaches Major Milestone: 1,000 Quotas in a Month

As they prepare for deployment in 2019, the USS Abraham Lincoln is working through the evolutions that prepare the ship and the strike group for full mission readiness.

TSCHR FTLO acts as a liaison between fleet units and the Naval Education and Training Command Learning Centers and Learning Sites in an effort to support fleet readiness and enhance the use of available training assets.

In line with U.S. Fleet Forces Optimized Fleet Response Plan, TSCHR FTLO provides fleet units a snapshot of their current Navy Enlisted Classification Codes (NEC) and Course Identification Numbers (CIN) requirements and deficiencies during their Readiness-3 briefing held with Commander, Naval Surface Forces Atlantic (CNSL) prior to their maintenance phase.

This provides the SG Commander a means to monitor Carrier Strike Groups (CSG) or Amphibious Readiness Groups (ARG), including fleet units, ships and squadrons over one year from their deployment date, to drill down their training readiness status to find out where they need help in filling Type Commanders (TYCOMs) training requirement deficiencies.

To support the high fleet-demand NEC requirements, FTLO was given closed control of a portion of the quotas for ten NEC producing courses from BUPERS. This NEC quota allocation has allowed FTLO to work with commands to support growing their own critical NEC requirements in order to deploy with the right Sailor for the right job.

"Every day as we contribute to the nation by building a talented fleet for the Navy, we're finding our support services in higher demand than ever before," said TSCHR Commanding Officer, Capt. Matthew Rick. "Reaching this milestone is significant for the TSCHR staff. It's an entire team effort between us and the fleet, and we're proud to just keep getting better, faster and more effective."

FTLO also prioritizes and assigns quotas to courses where there is a deficiency to ensure that the CSG or ARG deploys as close to 100 percent on all NECs and critical and essential CINs as possible. FTLO has assigned more than 8300 quotas in support of the five SGs, including three CSGs, and two ARGs, which included 67 commands, including staff, ships and squadrons, providing a deployed group deployment readiness rate above 92% on their TYCOM NEC / CIN Readiness requirements.

"FTLO staff members work in partnership with USFF, CNSL, and CNAL while coordinating with fleet commands to assign the daily quotas based on fleet priorities, operational schedules, TYCOM prioritization, and training deficiencies," said Glenn Merson FTLO.

According to Merson, "By maintaining continuous communications between the TYCOM's, fleet commands, and FTLO, the fleet benefits by providing speedy solutions to remedy training requirement shortfalls within existing resources, improves fleet training readiness, while maximizing course utilization."

Merson also recommended that all command training officers attend a training officer course of instruction at Afloat Training Group Norfolk upon assignment to duty as a training officer, coupled with individual one-on-one training with the FTLO staff to better understand command requirements and tracking programs such as the Fleet Training Management and Planning System that will identify all their command's NEC and CIN requirements, as well as all current and future deficiencies in any particular training area. Additionally, they can receive hands-on training in the Enterprise Navy Training Reservation System, the Navy's on-line quota reservation system.
