Navy Changes Active Component LDOs and CWOs Officer Summary Groups

The Navy announced Thursday in NAVADMIN 157/17, that beginning Oct. 1, 2017, reporting seniors of active component limited duty officers (LDO) and chief warrant officers (CWO) will use specific officer summary groups (OSGs) in their fitness reports.

Here are 'Seven Things to Know' regarding these changes:

1. These changes support the LDO/CWO Officer Sustainability Initiative (OSI), which began in 2010. The goal of this initiative is to holistically review the LDO/CWO communities, which will ensure that the force structure of both communities are balanced, ultimately helping the Navy meet its mission requirements both in the short and long term.

2. As the OSI effort matures, promotion boards will begin considering LDOs and CWOs for promotion in new competitive categories for the FY-21 promotion plan.

3. This modification aligns the LDO (6XXX) and CWO (7XXX) designators into specific categories, which enables a more focused community capability for the Navy.

4. Changes to OSGs only apply to active component LDOs and CWOs. Reserve component LDOs and CWOs will continue to use the current summary groups.

5. OSGs for LDO ensigns through captains are: surface, submarine/nuclear, aviation, general line/staff, supply, and information warfare. For CWO2 through CWO5, the OSGs are: surface, submarine/nuclear, aviation, general line/staff and information warfare. These OSGs will also define the promotion group competitive categories, beginning with the FY-21 promotion plan, which will commence with the O-6 selection board in January 2020.

6. This change applies for fitness report purposes only. LDOs and CWOs will retain their current designators.

7. Reporting seniors should continue to adhere to upper limits on "early promote" and "must promote" recommendations. Additionally, existing special billet subcategories will remain in effect. There are no restrictions on the use of amplifying language or soft breakouts by individual community.
