Navy Medicine Operational Training Center (NMOTC) announced March 8 the selection of the command Civilian of the Year (COY), who was chosen from among COYs from 16 NMOTC commands, detachments, and units spread across the nation.

Kathy Lyche was awarded the honor for her work as a water survival instructor at Aviation Survival Training Center (ASTC) Miramar, one of eight ASTCs under NMOTC.

"I am truly grateful and humbled to receive this award," said Lyche.

In addition to her instructor duties, where she is often pointed out for outstanding performance by her students on end-of-course critiques, Lyche consistently volunteers to support her unit as an instructor on Reduced Oxygen Breathing Devices, diving and salvage warfare specialist qualifications, and underwater egress training as a qualified Navy diver.

Lyche also helps with local operational risk management efforts for the new Fleet Marine Corps Aircrew Endurance Survival vest. These extra efforts caught the eye of Lt. Phillip Dobbs, ASTC Miramar assistant director.

"When I read the email from the (NMOTC) commanding officer announcing Ms. Lyche's selection for Civilian of the Year, I was very pleased," said Dobbs. "However, after having worked with her for the last 34 months, witnessing her consistent superior performance personally, I was not surprised at all. She is a true top performer, and her selection is evidence to a just award process."

Lyche has authored two Naval Aviation Survival Training Programs aimed to enhance and establish new criteria for all ASTCs, which gained the attention of NMOTC Commanding Officer Capt. Mark Goto.

"Ms. Lyche consistently demonstrated total dedication to command mission, working beyond her routine duties," said Goto. "She is an integral part of the NMOTC organization, and we are truly impressed by the time and energy she devotes to her work."

Even after the recognition of the training facility for operational medicine and aviation survival training as top civilian, Lyche remains focused and humble.

"I feel deeply honored to have been chosen among all the strong and well deserving nominations," said Lyche.
