CCSG-9 Holds Change of Command

Rear Adm. James Bynum relieved Rear Adm. Lisa Franchetti as commanding officer of CCSG-9, also known as Theodore Roosevelt Carrier Strike Group.

Vice Admiral Nora Tyson, Commander, U.S. Third Fleet was the guest speaker and addressed the crew about Franchetti's service.

"With Lisa in command, this strike group accomplished some pretty unique and impressive things," said Tyson. "They planned and executed a highly successful Southern Seas deployment around South America, something that our carriers and carrier strike groups rarely have the opportunity to do, and thus have very few lessons learned on which to build their plan. This team did an incredible job that has been praised by leadership throughout the [U.S. Southern Command] area of responsibility."

Tyson went on to describe the confidence she has in Bynum, a fellow aviator.

"We are indeed fortunate to have another talented and tested leader to come here to San Diego," Tyson said. "Carrier Strike Group 9 will have the continuity of a skilled and conscientious commander, and we are very fortunate to have Jay taking the helm."

Bynum will oversee CCSG-9 in support of the strike group's mission.

"I am humbled by the opportunity to follow in the footsteps of Lisa Franchetti, continuing the legacy created by this organization, USS Theodore Roosevelt, and everyone who has served with this ship since she was commissioned," said Bynum. "I am confident that my tenure here will be both challenging and rewarding."

Bynum is a native of Waco, Texas, and graduated from the University of Oklahoma. He was commissioned May 1985 and earned his aviator's wings in 1986. His personal awards include the Legion of Merit; Defense and Meritorious Service Medals; the Air Medal; the Defense, Navy and Air Force Commendation Medals; and various other individual, campaign and unit awards.

Franchetti's next assignment is to the Joint Staff at the Pentagon.

CCSG-9 is made up of aircraft carrier Theodore Roosevelt, with its embarked air wing, CVW-17 and embarked Commander Destroyer Squadron 23 (COMDESRON 23) staff and guided-missile cruisers USS Cape St. George (CG 71) and USS Bunker Hill (CG 52).
