Command of the U.S. Navy's largest overseas Fleet Logistics Center (FLC) changed hands during a ceremony, July 22, at Yokosuka Naval Base.

Capt. Jeffery Davis relieved Capt. Raymond Bichard as commanding officer of Naval Supply Systems Command (NAVSUP) FLC Yokosuka.

Rear Adm. James McNeal, commander of NAVSUP Global Logistics Support (GLS), presided over the ceremony and delivered the keynote address following the invocation by Lt. Leo West, a Navy chaplain.

After two years at the helm of the Navy's largest overseas supply center, Bichard has been selected to serve as McNeal's chief of staff at NAVSUP GLS in San Diego.

Bichard, who reported to the command March 2014, was the 33rd NAVSUP FLC Yokosuka commanding officer and presided over the command during a period of considerable change, including standardizing logistics requirements and initiating efforts which led to an increase in competition amongst husbanding service providers, which reduces port visit costs for all ships traveling within the region.

Additionally, Bichard had the welfare of his Sailors in mind as he instituted the Sailors at Sea program, which takes first-term Sailors out to sea so they can experience the afloat Navy.

Bichard also instituted the Logistics Specialist (LS) Rotation Program, which ensures LS-rated Sailors are rotating among the various codes and products and services within the command. Bichard did this to provide for better well-rounded Sailors who can perform higher on their advancement exams and return better Sailors to the fleet.

"The credit for the accomplishments of FLC Yokosuka during my tenure truly belong to the individual efforts of the superb Sailors, Marines, Soldiers, U.S. civil service and foreign national employees," said Bichard. "I have been consistently amazed by the dedication and focus on mission accomplishment of everyone at this command ... you have made all our successes look easy."

Davis reports to NAVSUP FLC Yokosuka from a tour as comptroller at NAVSUP Headquarters in Mechanicsburg, Pennsylvania.

The Opelousas, Louisiana, native graduated with distinction from the Naval Postgraduate School (NPS), earning an MBA and completed both Naval War College and Joint Forces Staff College academic programs.

As NAVSUP FLC Yokosuka's newest commanding officer, Davis will lead 1,200 military, civilian and contractor personnel operating out of more than 20 sites and fuel terminals from Misawa, Japan, to Sydney, Australia; Diego Garcia in the Indian Ocean to Guam, with a mission to deliver supply and logistics solutions that enable deployed maritime warfighter readiness in the Indo-Asia-Pacific region.

"Capt. Bichard, you have provided important leadership that has strengthened the already strong FLC Yokosuka reputation," said Davis. "As activity in this important region increases, the tremendous capabilities of this team will remain an essential enabler of deployed maritime operations in the region, and I look forward to leading this talented team and continuing the strong partnerships that have already been established."

NAVSUP FLC Yokosuka, one of eight fleet logistics centers under NAVSUP GLS, is the Western Pacific region's largest Navy logistics command, headquartered 26 miles due south of Tokyo.

NAVSUP GLS provides global logistics for a global Navy. The organization is made up of approximately 6,300 military and civilian logistics professionals operating from 105 locations worldwide, providing an extensive array of integrated global logistics and contracting services to Navy, Marine Corps, joint operational units, and allied forces across all warfare enterprises.
