Naval Supply Systems Command (NAVSUP) hosted Department of the Navy/Navy/U.S. Marine Corps Charge Card Day Aug. 2 to share the latest developments and practices related to Navy purchase and travel cards.

The purpose of the one-day DON/Navy/USMC Charge Card Day training was to update and educate DON Government Commercial Purchase Card (GCPC) and Government Travel Charge Card (GTCC) Agency/Organization Program Coordinators (A/OPCs) on recent legislative, regulatory and policy changes to include compliance with the Government Charge Card Abuse Prevention Act of 2012. The training also educated new A/OPCs, and provided fresh insights and best practices for managing the DON GCPC/GTCC programs and delinquencies.

"More than 300 command A/OPCs were afforded the opportunity to meet and exchange ideas while networking with peers across the goverment to share best practices, compare management techniques, and receive information for improving the management of each command GCPC/GTCC program," said Thomas Heasley, NAVSUP DON Consolidated Card Program Management Division deputy director. "This kind of face-to-face interaction with our subject matter experts across [the] DON encourages continuous performance improvement in card management for the Navy and Marine Corps."

The training broke into four main sessions, each with a focus on one of the large programs -- DON Purchase Card, Navy Travel Card, Marine Corps Travel Card, and Navy Defense Travel System(DTS)/Centrally Billed Accounts.

All sessions included updates on what's new in the specific focus areas, as well as program and policy updates. Additional sessions focused on best practices, efficiencies, personally identifiable information challenges, online access to card services, transaction assessments, internal controls and audits, and industry partner functions.

"We also included time for questions and answers," Heasley said. "This often proves to be one of the most valuable sessions among our colleagues, and this year was no different. We certainly learned a lot from each other and are energized to push ahead with new and innovative ways of approaching our business. Hearing firsthand from our DON card community helps us know where to focus our efforts in policy, training, and communication."

In addition, the training day was an opportunity for NAVSUP to recognize outstanding A/OPCs for their work in the Purchase and Travel Card Programs.

The training event was held in conjunction with the 2016 GSA SmartPay Training Forum, a recurring training event for card program managers throughout the federal government to learn how to efficiently and effectively run charge card programs. Training ranges from innovative payment solutions to learning how to manage everyday program challenges, including the latest advancements in fraud detection and managing delinquencies.
