Naval Hospital Naples Lead Budget Analyst Received DON's Financial Management, Comptroller Award

Lucia Cotroneo, U.S. Naval Hospital (USNH) Naples, Italy's lead budget analyst, was honored July 13 with the Department of the Navy's individual achievement award in Budget and Execution.
Lucia Cotroneo, U.S. Naval Hospital (USNH) Naples, Italy's lead budget analyst, was honored July 13 with the Department of the Navy's individual achievement award in Budget and Execution.

Cotroneo developed and refined a new system called Comprehensive Computation of Civilian Labor System (CCCLS) to calculate, input, and analyze civilian labor. The system facilitates building and analyzing of labor estimates, developing projections, monitoring funds, analyzing expenses, and full-time equivalent caps, lapse rate, and acceleration rates.

CCCLS has been conceived to automatically elaborate data to build an Actual versus Estimated Obligation Trend Line Graphic, which is used to present financial data in a simple, immediate, and user-friendly format to the USNH Naples leadership. The system also allows the budget analyst to monitor the Target Obligation Rate versus the Actual Execution Rate, and it highlights the correct time and obligation dollar amount to be recouped or increased. The data is presented to the Position Management Board on a monthly basis, enabling the leadership to track billets and workloads, and to make decisions for eventual reorganization and cost reductions.

Capt. Tim Richardson, USNH Naples' executive officer commented on Cotroneo's achievement.

"Ms. Cotroneo's superb work with the CCCLS ensured the command was able to immediately identify civilian pay under-execution so that funds could be repurposed for other Navy Medicine mission priorities," he said. "She is truly without equal!"

Cotroneo was invited to an awards ceremony at the Pentagon in August where she will be presented with her award.
