NAVSUP FLC Jacksonville Detachment SERMC Provides ILS for TSRAs

The Navy Regional Maintenance Center and Naval Supply Systems Command (NAVSUP) Global Logistics Support (GLS) standardized logistics functions performed across all Regional Maintenance Centers and expanded Integrated Logistics Support (ILS) to include Engineering Assessments.

As a result, NAVSUP Fleet Logistics Center (FLC) Jacksonville established an Engineering Support Division in March 2015 to provide increased ILS support to Southeast Regional Maintenance Center (SERMC) during Total Ships Readiness Assessments (TSRAs) and Ballistic Missile Defense Readiness Assessments (BMDRA).

NAVSUP FLC Jacksonville logisticians, embedded in SERMC, are an integral part of a dedicated Visit Support Team (VST) comprised of subject-matter experts who conduct onboard tests and evaluations to search for equipment discrepancies. If discrepancies are found, logisticians document the findings and prepare files for future upload to the ship's data system.

"TSRAs and BMDRAs assess and document a ship's material condition and help reduce growth and new work resulting from inaccurate information to improve availability planning," said Doug Baker, deputy director, NAVSUP FLC Jacksonville detachment SERMC. "Engineering Assessments improve a ship's material condition, operational availability and ultimately helps prepare the ship for their inspection by the Board of Inspection and Survey."

NAVSUP FLC Jacksonville logisticians also provide part support and a comprehensive review of technical manuals, maintenance assistance modules, preventive maintenance systems, and onboard repair parts for shipboard equipment being assessed during specific TSRA events.

Fiscal year 2015 NAVSUP FLC Jacksonville detachment SERMC milestones include the completion of 10 shipboard assessments, 1,500 planned maintenance system checks, 670 technical manual reviews, 2,200 equipment validations, and requisition of 1,176 repair parts valued at $2.2 million.

Most significantly, a classwide configuration problem with an incorrect pressure relief valve on the low pressure air compressor and a safety switch attached to the ammunition elevator was identified aboard Arleigh Burke-class destroyers. Fleet Coordinated Shipboard Allowance List Feedback Reports were initiated to correct this problem to ultimately prevent premature failure and potential safety hazard when handling ammunition.

The collaboration of NAVSUP FLC Jacksonville and SERMC enables the TSRA Team to increase and significantly improve operational availability and sustainability of Naval Station Mayport.
